Officer report
What officers recommended
Officers recommended permission subject to an £8,500 employment skills contribution, open-space management, and conditions because public benefits outweighed low-level heritage harm.
“The duty imposed by Sections 66(1) and 72 of the Planning (Listed Building and Conservation Area) Act 1990 has been given considerable weight, and in considering the identified harm to the setting of the listed buildings and registered parks and gardens, considerable importance and weight has been given, plus great weight has been given to the conservation of the heritage assets and that is irrespective of the level of harm.”
“Recommendation 1. Subject to a Section 106 obligation being secured to provide: • A financial contribution of £8,500 towards employment skills monitoring; and • The future management and maintenance of open space…”
