Four homes and boundary changes at Land To The North Of A912 At Oudenarde, Bridge of Earn

Summary of planning committee decision

Decided by Perth Planning and Placemaking Committee on 8 Oct 2025.

25/00778/AMMApproved

What was proposed

The application sought four homes and changes to boundary treatment at plots 54 and 55 under an existing permission in principle.

“PROPOSAL: Erection of 4 dwellinghouses and changes to boundary treatment (plots 54 and 55) (approval of matters specified in conditions of 02/01482/IPM)”

“This report recommends approval of a Matters Specified in Conditions (AMSC) application for the erection of 4 dwellinghouses (plots 38, 39, 77 and 78) and changes to boundary treatment (plots 54 and 55). This Report concludes that the proposal is consistent with the Development Plan, the existing Planning Permission in Principle (PPP) consent (Ref: 02/01482/IPM) and other relevant material planning considerations.”

Officer report

The site and surroundings

The site is level ground between the A912, railway, M90 and land permitted for 159 homes, within a wider mixed-use allocation.

“The application site comprises an area of relatively level ground between the A912 to the south, the Edinburgh-Perth railway line to the north, the M90 to the west with Bridge of Earn beyond, whilst immediately east is undeveloped land that has permission for 159 dwellings (16/02156/AMM). Beyond that is undeveloped land. The A912 road has been upgraded to facilitate the development of land and includes a roundabout to provide access to areas to both its north and south.”

“Oudenarde (including the proposed site) is allocated in the Perth and Kinross Local Development Plan 2 (LDP2) 2019 (H15) for mixed use development, with an indicative residential capacity of 1,600 dwellings.”

Officer report

Planning history

The wider development has an existing permission in principle and several approvals, including housing phases and infrastructure permissions.

“Planning Permission in Principle (PPP) (02/01482/OUT) was granted in September 2016 for a residential, commercial, and industrial development with associated school provision, open space, and landscaping. Several other related permissions have also been approved.”

Officer report

What officers recommended

Officers recommended approval because the proposal complied with the development plan, the existing permission in principle and other relevant considerations.

“Sections 25 and 37(2) of the Town & Country Planning (Scotland) Act 1997 (as amended) require the determination of the proposal to be made in accordance with the provisions of the Development Plan, unless material considerations indicate otherwise. The Development Plan comprises NPF4, the Perth and Kinross Local Development Plan 2019 and statutory supplementary guidance.”

“The principle of residential development is well established through the allocation of Site H15 in LDP2 (and the previous Local Development Plan). Furthermore, the PPP (02/01482/IPM) approved in 2016, and modified in July 2020, provides a permission for 25 years from the original approval date; until September 2041. A first phase development of 150 affordable units has already been consented to the northwest, 108 of which have been completed.”

Officer report

Main planning considerations

The assessment considered housing, design, phasing, transport, amenity, drainage, biodiversity and infrastructure obligations, with conditions proposed where needed.

“The proposal therefore accords with the National Roads Development Guide 2014, NPF4 Policy 20 – Blue and Green Infrastructure, LDP2 Policy 42 – Green Infrastructure, NPF4 Policy 13 Sustainable Transport and Policy 60 - Transport Standards and Accessibility Requirements.”

“The proposed development will not impact upon the natural heritage and biodiversity of the area. The natural heritage and biodiversity conditions attached to 23/00145/AMM and 23/00146/AMM will be re-applied (conditions 14 – 20).”

Officer report

Consultation responses

Scottish Water, flooding, transport and biodiversity consultees raised no objections, with transport and biodiversity subject to conditions.

“Scottish Water - No objection as there is capacity for water and wastewater in the area.”

“Biodiversity Officer – No objections subject to conditions.”

Officer report

The committee decision

The committee resolved to grant the application subject to the stated conditions and informatives, confirming compliance with the development plan.

“Conditions General 1. The development hereby approved must be carried out in accordance with the approved drawings and documents, unless otherwise provided for by conditions imposed by this decision notice. Reason: To ensure the development is carried out in accordance with the approved drawings and documents. Roads and Transport 2.”

“The scheme as agreed and implemented shall thereafter be maintained in line with the agreed specification. Reason: In the interests of visual amenity; to ensure a satisfactory standard of local environmental quality and in pursuance of suitably satisfying placemaking policy criteria of the adopted Development Plan. Any planting failing to become established within five years shall be replaced in the following planting season with others of similar sizes and species.”
