64 homes at Scone North, Scone

Summary of planning committee decision

Decided by Perth Planning and Placemaking Committee on 5 Nov 2025.

25/00674/AMMApproved

What was proposed

The application sought 64 homes with associated works, including 37 affordable homes and 27 market homes in a mix of house types.

“The developer for the previous AMSC was A & J Stephen. Persimmon Homes has since sought to acquire some sections of the Phase 2A element, thereby requiring some amendments to the previous approval to reflect the different house types now proposed, alongside some other relatively minor changes to the layout. Persimmon has previously received approval for a change of house type and plot layout of a section of Phase 2A to the south of this proposal (24/01483/AMM).”

“The 64 dwellings comprise a mix of detached, semi-detached and terraced dwellinghouses. The development will provide 37 affordable homes and 27 market homes. The numbers and tenure mix are:”

Officer report

The site and setting

The site covers about 2.18 hectares within Scone North, a larger residential expansion allocated for up to 700 homes.

“The application site extends to an area of approximately 2.18 ha and forms part of the development site known as ‘Scone North’, which extends to 63 ha and is identified within the Local Development Plan 2 (LDP2) as H29, a residential led (up to 700 dwellings) urban expansion. Planning Permission in Principle (PPP) Ref: 16/02127/IPM and an associated Section 75 legal agreement relates, with further detailed approvals in place for other phases.”

Officer report

Why officers supported it

Officers considered the proposal consistent with the development plan and existing permission, with acceptable design, amenity, access, drainage and biodiversity safeguards.

“Sections 25 and 37(2) of the Town & Country Planning (Scotland) Act 1997 (as amended) require the determination of the proposal to be made in accordance with the provisions of the Development Plan, unless material considerations indicate otherwise. The Development Plan comprises NPF4, the Perth and Kinross Local Development Plan 2019 and statutory supplementary guidance.”

“To conclude, the application must be determined in accordance with the Development Plan unless material considerations indicate otherwise. In this respect, the proposal is considered to comply with NPF4, and the adopted Local Development Plan 2 (2019). Account has been taken account of the relevant material considerations and none has been found that would justify overriding the Development Plan.”

Officer report

What consultees said

consultees raised no objections or had no comments, while transportation accepted the proposal subject to conditions and housing officers accepted the affordable housing approach.

“Transportation and Development: Initially requested some further clarification. This has subsequently been received, and Transportation and Development offer no objection subject to conditions.”

“Housing Strategy: No objection. This phase of the Scone North development comprises 64 units, and was originally envisaged as being 100% affordable. It is proposed that 27 affordable housing credits, accrued by A & J Stephen, will be utilised in this phase, therefore 27 private houses will now be provided. The balance of 37 nr. units will remain as new affordable units.”

Officer report

The committee’s decision

The committee granted the application subject to the listed conditions, informatives and justification that it accorded with the development plan.

“Conditions 1. The development must be begun not later than the expiration of three years beginning with the date on which this approval of matters specified in condition is granted. If development has not begun at the expiration of this period, the approval of matters specified in condition lapses.”

“Informatives 1. Under Section 27A of the Town and Country Planning (Scotland) Act 1997 (as amended) the person undertaking the development is required to give the Planning Authority prior written notification of the date on which it is intended to commence the development. A failure to comply with this statutory requirement would constitute a breach of planning control under Section 123(1) of that Act, which may result in enforcement action being taken.”
