Managed student halls at Former Nottingham Central Library, Nottingham

Summary of planning committee decision

Decided by Nottingham Planning Committee on 20 May 2026.

24/01329/PFUL3Approved

The site and its setting

The site was a former central library on Angel Row, within the Old Market Square Conservation Area and recognised as locally significant.

“The site is the former Nottingham central library located on Angel Row and currently within City Council ownership. The use of the site as a library is understood to have commenced in approximately 1977 and ended in 2020, with the city library subsequently relocated to Broadmarsh. The building has a modern ground floor shopfront with an attractive brick façade above reaching 4 storeys fronting Angel Row.”

Officer report

Why officers supported it

The city-centre location, student accommodation mix, reuse of a vacant building, commercial activity and limited external changes supported the proposal.

“The rising vacancy rate highlights the need to ensure that on-going supply is of the right quality and located within the City Centre and other appropriate locations, to attract students that would otherwise occupy traditional on-street housing as student HMOs. The site is centrally located within the City Centre with the Kaplan…”

“It is also recognised that the proposal would bring about the reuse and refurbishment of a large, vacant building in the City Centre that has remained empty for a number of years. The landscaping of the open area to the rear of the building would also be to the significant benefit to the appearance of this prominent frontage to Maid Marian Way, complementing the recent enhancement of public realm in the surrounding area.”
