125 two-storey homes at Land At Carnbroe Road, Carnbroe, Coatbridge

Summary of planning committee decision

Decided by North Lanarkshire Planning Committee on 13 Aug 2026.

24/00210/FULApproved

What was proposed

The application sought 125 two-storey homes, including detached, semi-detached and terraced houses, with play space and wider open space.

“The application site is approximately 5 hectares of grassland immediately north of the A8 Glasgow and Edinburgh Road. The phase 1 Taylor Wimpey housing development (currently under construction) defines the site’s north boundary with Carnbroe Road to the east of the site and to the west of the site is the Motherwell-Glasgow railway line. An area of woodland which is also a SINC, is located to the northwest of the site.”

“Planning permission is being sought for the construction of 125 dwellinghouses. The mix of dwellings proposed is 48 detached, 40 semi-detached and 37 terraced style dwellinghouses all at two storeys in height. A play facility is proposed with 1000m2 of play with a 50/50 split in terms of equipped and general play. The play area forms part of the 4000m2 (approximately) of open space proposed throughout the application site.”

Officer report

What officers recommended

Officers recommended approval because the development met national and local planning policies and would not unacceptably harm surrounding character or amenity.

“The proposed residential development of 125 dwellings meets the criteria set out in the policies contained within the National Planning Framework 4 and North Lanarkshire Local Development Plan 2022. The proposed development can be accommodated without unacceptable detriment to the character and amenity of the surrounding area.”

“Should planning permission be approved then no decision notice should be issued until a Section 75 Legal Agreement has been concluded securing the required financial contributions towards Education provision.”

Officer report

What consultees said

Consultees generally raised no objection subject to conditions, while education officers sought contributions towards primary and secondary school provision.

“They also indicated that confirmation should be provided of an agreed minimum buffer to Carnbroe Wood / the adjacent SINC, based on the tree survey and ecology work, which would be kept free from development and managed properly.”

“NLC Education has indicated that the proposed development falls within the catchment areas of Riverbank Primary School and St Stephen’s Primary School in Coatbridge. Pupils attending these schools typically transition to Coatbridge High School and St Andrew’s High School for their secondary education. To address existing educational infrastructure needs, an agreement has been reached to construct two new primary schools, replacing the current provision in the area.”
