The site and surroundings

The 14.74-hectare site comprises three fields east of Knebworth, adjoining homes, open Green Belt fields, Old Lane and Swangleys Lane.

“To the east of the site are open fields which are in the Green Belt. Also, to the east of the site is the Swangleys Farm complex on the southern side of Swangleys Lane and the dwelling known as ‘Long Dene’ which is accessed from Old Lane. There are residential properties adjacent to the site along large parts of the western boundary.”

“There is an existing vehicular access at the northern end of the site from Watton Road known as Old Lane. Old Lane travels in a southerly direction through the centre of the site and joins up to the western edge of the site with St Martin’s Road. Swangleys Lane also passes through the central portion of the site.”

Officer report

Earlier application and deferral

An earlier application for up to 200 homes was withdrawn, and the committee later deferred this application for access changes and updated traffic surveys.

“21/02586/OP – Outline application for the erection of up to 200 dwellings with the provision of affordable housing, public open space, landscaping and sustainable drainage system (SuDS), vehicular access points and associated ancillary works. All matters reserved except for means of access. This application was withdrawn in July 2023.”

Who spoke at the meeting

Public objectors, a parish council representative, a member advocate and the applicant’s agent addressed the committee.

What members debated

Members debated the need for housing, the allocated site, Swangley’s Lane closure, active travel, emergency access and the highway authority’s professional advice.

“The following members took part in the debate:”

“It was still unclear why the closure of Swangley’s Lane was necessary as neighbourhoods need to be liveable for residents. • Whilst there were still concerns about the proposed closure of Swangley’s Lane, the views of the professionals at HCC Highways have to be accepted when considering alternative options. • This site was allocated in the Local Plan and that should be honoured, despite remaining concerns regarding the transport proposals.”
