Two-child residential home at 88 Stallingborough Road, Healing

Summary of planning committee decision

Decided by North East Lincs Planning Committee on 3 Sept 2025.

DM/0436/25/FULApproved

The officers’ recommendation

Officers recommended approval because the use would remain residential and would not harm the area, neighbours, highways, safety, ecology or biodiversity.

“It is not considered that there would be adverse impacts on the residential amenity of neighbouring properties, nor additional harm to highways safety, amenity, crime or anti-social behaviour. The general appearance of the property would not be altered and so the visual character of the area would not be harmed. Finally, the safety of the children has been considered acceptable by the Police.”

“Environmental Health - No comments. Ecology - Confirms the proposal does not impact a priority habitat, impacts less than 25 square meters of onsite habitat with a biodiversity value greater than zero (as measured by the statutory metric) and is on less than 5 metres of onsite linear habitat so the de minimis condition is met and the proposal is considered to be exempt from the mandatory bio-diversity net gain condition.
