29 dwellings at Williams Way, Grimsby

Summary of planning committee decision

Decided by North East Lincs Planning Committee on 25 Mar 2026.

DM/0245/22/FULApproved

What was proposed

The application proposed 29 two-, three- and four-bedroom homes with access, gardens, parking, landscaping and cricket ball-stop netting.

“Ball stop netting is proposed to the north of the site. This is proposed between 9m and 15m in height. Included in this application is a request to remove the affordable housing requirement and the application is supported by a Viability Assessment. This also links to the adjacent site being considered under DM/0415/20/OUT. The application was presented to planning committee originally on the 26th April 2023.”

Officer report

The site and surroundings

The site lies south-east of the hospital, west of Scartho Road, beside existing housing, student accommodation, a former cricket pitch and a conservation area.

“SITE The site is to the south east of the Diana Princess of Wales Hospital and to the west side of Scartho Road. Construction on site has commenced in some areas. The land to the west has been developed by the applicant and this extends to the Scartho Top boundary. The former cricket pitch is to the north of the site and this is essentially a construction compound as it exists today. Beyond the eastern boundary are houses on Scartho Road.”

“A range of ground levels are evident throughout the site and a mixture of fencing and landscaping denotes the site boundaries.”

Officer report

Who spoke at the meeting

The agent described national development pressures and viability challenges, while officers explained the application’s recommendation and the education and junction arrangements.

What members debated

Members discussed the loss of affordable housing, the cricket pitch and fencing, education contributions, and whether junction improvements should happen earlier.

“Councillor Mickleburgh said that it was a desirable area but that depended on if you had the money or not and a lot of people didn’t. That was why he was concerned about the loss of affordable housing. He stated that he would not be supporting the proposal.”

“Councillor Emmerson said that nobody had raised the issue of the cricket pitch and the height of the fencing. He said that it was outlined in the officer’s report that it hadn’t been used since 2015 so he wasn’t sure why we were developing it. Councillor Emmerson asked if Sports England were going to open it up and use it.”
