Coffee shed with parking at Land North Of Wellfits Main Road, Wold Newton
Summary of planning committee decision
Decided by North East Lincs Planning Committee on 26 Nov 2025.
What was proposed
The application proposed a self-service coffee shed with external benches and six parking spaces.
“Highways and Parking The original proposal did not include parking provision. However, concerns were raised by the Councils Road Safety Officer that the proposed works would actively encourage people to stop or park within the highway, above what is currently happening on an informal basis. As a result, consultation was undertaken with the applicant and an amended plan detailing six parking spaces has been submitted.”
Officer report
What officers recommended
Officers recommended approval because the proposal supported rural leisure, tourism and farm diversification and would not harm the area or neighbours.
“Part 3 details that development proposals that meet any of the following criteria may be supported in principle: a) Supports a prosperous rural economy, particularly where it promotes the development and diversification of agriculture and other land based rural business; b) Promotes the retention and development of local services and community facilities; c) Supports rural leisure and tourism developments; A development of this nature, which supports community and rural…”
“It is acknowledged that the site is positioned on an existing bend. It is considered that the proposal in itself would not exasperate the current parking and traffic issues being experienced. It is therefore considered that the proposal is acceptable under Policy 5 and 38 of the NELLP in relation to highways. Impact on Neighbours There have been objections received from neighbours which are acknowledged.”
Officer report
Parking and neighbours
Six parking spaces, operating hours, CCTV and waste management were proposed to address highway, noise, disturbance, crime and litter concerns.
“This would assist with the perceived noise and disturbance highlighted by residents. Moreover, the contactless nature of the shed would ensure that the potential for crime and/or theft would be minimised and therefore justifies the unmanned nature of the operation. In addition, CCTV is included with additional CCTV present within the farmyard itself to allow for monitoring.”
Officer report

Committee discussion
Members considered the shed a small community asset for walkers, with reasonable hours and parking, and supported the officer recommendation.
“Councillor Bright said that he thought the proposed application would support existing walkers and give them a place to stop. He said that he didn’t think people were going to drive there just to get a coffee. Councillor Bright said that the proposed opening hours were reasonable and whilst he understood the points raised by Councillor Hudson regarding the objections, he saw no reason to object to the application. He stated that he would listen to the debate.”
“Councillor Lindley said that it was not Costa Coffee being considered, but instead a small community asset. He said that it would serve people in that area and was being set up by somebody from that area. Councillor Lindley said that whilst some of the people who supported the…”
