Officer report

Who spoke

The planning officer presented the refusal recommendation, and the applicant addressed the committee about land ownership, former sheds and his family’s sites.

Members debated the buildings

Members discussed former agricultural sheds, nearby buildings, permitted development, and whether the applicant’s dwelling, garage and stables formed a group.

“[name withheld] stated that permitted development rights have a number of criteria in that there needs to be an established group of buildings and in this case there is only one building which the applicant owns. To put another building there it needs to be 75m away from a dwelling not associated with the applicant’s farm and it may be that there is no opportunity for this however, this still only makes two buildings and that there needs to a be a group of more than two.”

“The HLP stated there is a garage and a dwelling in the applicants name, it is accepted that the farm is active and established and that no other sites have been sold off as the applicant’s son’s house is separate to the farm. The HLP stated if it is accepted that the dwelling and garage are a group of buildings on the farm it needs to be taken further. The HLP asked if there is other land or buildings.”
