“Additional information has been provided that a small building at the southern end of the cluster was used as a hair salon (see Photos 4 and 5 above). This property has a postal address as 140A Washingbay Road and is noted as a hairdressing salon in the Valuation and Lands Agency Database. A hair salon could be considered as a social building as it is where people do come together and socialise.”

I am of the view that it could be argued either way in terms of whether a focal point needs to be active at the time of the application to be a determining factor. I consider this places some ambiguity over the consideration of what may be taken as a focal point.”
