Summary of planning committee decision

Decided by Mid Sussex District Planning Committee on 22 Jan 2026.

DM/24/2530Approved

What was proposed

The proposal would replace the existing restaurant with a three-storey hotel extension, guest restaurant, altered landscaping and 116 car parking spaces.

“The application site is located to the south-western side of the junction between Charles Avenue and William Way, within the built up area of Burgess Hill. The site is located within Victoria Business Park, which consists of commercial buildings used largely for light industrial, distribution and office use.”

“Application Details 10.1 The proposal seeks to demolish the existing restaurant building to be replaced by a building to provide additional bedrooms and guest restaurant. This building would consist of 64 No. additional bedrooms over three floors and would be of a design and form which would reflect the existing hotel building on the site. This proposed building would be linked to the existing building by a glazed reception.”

Officer report

Why officers supported it

Officers considered that the scheme would support tourism, fit the site, protect neighbouring amenities, and avoid highway safety and flood risk problems.

“Purpose of Report 1.1 To consider the recommendation of the Assistant Director for Planning and Sustainable Economy on the application for planning permission as detailed above. Executive Summary 2.1 Planning permission is sought for the demolition of the existing hotel restaurant and its replacement with a new building providing additional hotel bedrooms and guest restaurant, together with alterations to the car park and all associated works.”

“There are no highway safety issues, and the proposal would not increase flood risk on the site or elsewhere. For the above reasons, the proposal is deemed to comply with Policies DP1, DP19, DP21, DP26, DP28, DP29, DP37, DP38, DP39 and DP41 of the Mid Sussex District Plan, Policy S4 of the Burgess Hill Neighbourhood Plan and the objectives of the NPPF.”
