Football training and sports facilities at Land Off Woburn Lane, Pleasley

Summary of planning committee decision

Decided by Mansfield Planning Applications Committee on 24 Aug 2026.

2024/0717/FULApproved

The site and surroundings

The site was a two-hectare parcel beside established sports facilities, with housing nearby and countryside to the north-east.

“The site that is the subject of this application relates to a two-hectare parcel of land in the far north-west of Mansfield. Although land identified as countryside is situated to the immediate north-east of the site, an existing training facility comprising of artificial grass pitches, part single/part two-storey pavilion, changing rooms and other ancillary infrastructure/landscaping was granted in April 2017.”

“The closest ecological designations are significant in scale but are not within the immediate confines of spatial setting of the site. Pleasley Hill Pastures is the closest at just over 0.5 kilometres from the site to the north-west outside of Pleasley which is identified as a Local Wildlife Site (LWS).”

Officer report

Earlier permission

An earlier application for an artificial grass pitch, pavilion, changing rooms, parking and landscaping was granted in April 2017.

“2016/0712/FUL | CONSTRUCTION OF ARTIFICIAL GRASS PITCH WITH LIGHTING AND PERIMETER FENCE; PART TWO STOREY, PART SINGLE STOREY PAVILLION BUILDING PROVIDING CHANGING ROOMS AND COMMUNAL FACILITIES; PROVISION OF 52 NO. CAR PARKING SPACES WITH ASSOCIATED HARD AND SOFT LANDSCAPING. | Woburn Lane Playing Fields Woburn Lane Pleasley Mansfield Nottinghamshire NG19 7RT – Granted 5 th April 2017.”

Officer report

What officers recommended

Officers recommended permission because the proposal would enhance sports provision and was considered acceptable subject to conditions.

“Grant planning permission for the application subject to the conditions, with delegated authority to the Assistant Director, Planning Manager or Development Management Team Leader to make or approve minor changes to the planning conditions.”

Officer report

Consultation responses

Most consultees raised no objection, while conditions were sought for ecology, construction, noise, highways, drainage, pitch design and biodiversity.

“No objection, subject to planning conditions relating to restrictions on tree/vegetation removal during the bird nesting season, the provision of a Construction and Environmental Management Plan (CEMP), Landscape and Ecological Management Plan (LEMP) and a scheme of biodiversity enhancements.”

“No objection – There was an initial objection raised due to the lack of a Health Impact Assessment and Building for Healthy Life Assessment. The latter was ultimately not considered to be necessary as this primarily relates to residential development. Following the submission of the Health Impact Assessment however the objection was lifted as the findings were considered acceptable by the Planning Policy Team.”

Officer report

Residents’ concerns

Eleven objections raised concerns about overdevelopment, infrastructure, appearance, residential amenity, highways, ecology, drainage and consultation.

“Infrastructure Concerns were raised regarding the adequacy of local infrastructure, including the capacity of the surrounding road network, parking provision, access arrangements, emergency access, consultation arrangements and the ability of existing local services and roads to accommodate any increased use of the site.”

“Residential Amenity Potential impacts on residential amenity, including noise from the existing and proposed sports activities, vehicle movements, car doors, voices, late evening activity, floodlighting, general disturbance, antisocial behaviour and the cumulative effect of the proposal on the living conditions of nearby occupiers.”

Officer report

Officers’ assessment

Officers considered that conditions could address impacts on amenity, highways, landscape, ecology, drainage and archaeology, while the scheme provided sports and environmental benefits.

“Local residents have raised concerns regarding the principle and scale of the development, highway safety, parking pressure, traffic generation, residential amenity, noise, lighting, visual impact, drainage, ecology and the overall intensity of activity within the locality. These matters have been considered in detail in the assessment above. Nottinghamshire County Council also requested financial contributions towards pedestrian and bus stop improvements.”

“The Local Highway Authority raises no objection and the proposed parking, access, surfacing, cycle provision and Travel Plan arrangements can be controlled by condition. The proposal would not result in an unacceptable impact on residential amenity, highway safety, flood risk, ecology, archaeology, landscape character or the wider appearance of the area, subject to the recommended conditions.”

Officer report

The committee decision

The committee granted planning permission subject to the report’s conditions and delegated authority for minor changes to those conditions.

“Resolved – Grant planning permission for application reference 2024/0717/FUL for the proposed indoor training football pitch, outside football pitch with lighting, sports hall/changing room/gym building and associated parking provisions at Land Off Woburn Lane, Pleasley, subject to the conditions listed in the report, with delegated authority to the Assistant Director Planning, Planning Manager or Development Management Team Leader to make or approve minor changes to the…”
