Summary of planning committee decision

Decided by Malvern Hills Northern Area Planning Committee on 3 Dec 2025.

M/25/00323/OUTRefusedAgainst officer advice

Construction traffic condition

A proposed condition required an approved construction traffic management plan covering access, vehicle routing, deliveries, highway protection and site facilities.

“The applicant has proposed the following rewording of condition 6 (construction access phase). ‘They have said: This is in light of the construction access not being for determination at this stage, so it would not be appropriate to identify Napleton Lane specifically as part of a condition (albeit the applicant has demonstrated the feasibility of a construction traffic access via the Napleton Lane route as part of the planning application).”

“Please rest assured that safe and effective traffic management would be a key consideration in determining the acceptability of the construction approach.”’ Proposed condition 6: The Development hereby approved shall not commence until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to the following: i.”

The members' reasons

The resolution gives these reasons:

  1. The site is bounded to the north by a narrow lane unsuitable for large vehicles which would need to visit the site during the construction phase. The application contains inadequate details relating to the routing and access to the site by construction traffic and consequently presents an unacceptable risk to highway safety. Consequently, the development would be contrary to Policies SWDP 4 and SW
  2. of the South Worcestershire Development Plan and Paragraph 115
