The vacant backland site slopes downwards and lies behind homes near Perry Hill, Selworthy Road, Silver Birch Close and a bowling green.

“It is believed the site was left vacant as a “safety zone” for the former nearby Bell Green Gasworks site (from which the gasholders have now been removed). The site is sited behind a pair of semi-detached houses at Nos.189 and 191 Perry Hill and behind a row of semi-detached houses at Nos. 2 to 8 Selworthy Road (even). The site is bounded to the west by the side of the rear garden of 10 Selworthy Road. Further to the east is a small residential close, Silver Birch Close.”

To address this deficit, the applicant must secure offsite biodiversity units through a legal agreement attached to the planning permission.”

“Previous refusals were made under older policies (from 2012 and earlier); since then, new guidance (small sites SPD) had been adopted, and the current proposal complied with this updated policy. • The proposed distance of 3 meters from the rear gardens of Selworthy Road was considered reasonable, maintaining a 25-degree outlook from the gardens and windows.”
