Summary of planning committee decision

Decided by Lambeth Planning Applications Committee on 28 Oct 2025.

25/01393/VOCApproved

The site and surroundings

The vacant former waste site is beside railway lines, within a mainly residential area, and is designated as a safeguarded waste site.

“↑ To contents 2. Site context and proposal 2.1 Site description 2.1.1 The application site (“the Site”) is located in Herne Hill, with Herne Hill District Centre 400m to the south of the Site and Brixton Town Centre 900m to the north-west. The Site is approximately 0.6ha in area and two separate railway lines run along the eastern and south- western boundaries of the Site.”

“The Site is a designated safeguarded waste site; however, it is a vacant and cleared site to the ground floor slab following a serious fire that took place in August 2023 (see site photographs in Appendix 4). The Site had previously operated as a waste transfer station, operated by Norris Haulage Ltd.”

Officer report

Earlier permissions and changes

The original 218-home permission was granted in 2021, remains extant, and compensatory waste capacity was later provided at 3 Weaver Walk.

“The Host Permission is still extant, but has not yet been implemented. It must be implemented by 21.12.2025. The permission has also been amended by the following non-material amendment applications. 2.3.1.5 25/01707/NMC was approved on 20.06.2025 for: Application for a non-material amendment following a grant of planning permission ref.”

“Other relevant planning history 2.3.2.1 The following planning application history is relevant in respect of the policy requirements to ensure appropriate compensatory waste capacity elsewhere to enable the redevelopment of the Site for housing: Land off Windsor Grove, adjoining railway line at West Norwood 2.3.2.2 20/01066/EIAFUL was approved on appeal on 26.08.2022 for: Demolition of all existing buildings and structures and the provision of a new building and…”

Officer report

What officers recommended

Officers recommended approval because the scheme’s housing, affordable housing and brownfield regeneration benefits outweighed its development-plan departure.

“Ultimately, in the determination of the Host Permission, it was concluded that there were sufficient material considerations that outweighed the departure from the development plan. The proposed amendments would result in some additional impacts on the surrounding environment. However, no unacceptable impacts are found.”

“↑ To contents impact and policy conflict remains unchanged from the Host Permission. Furthermore, the proposal does not result in any harm to heritage assets. The proposed 278 homes would help meet Lambeth’s housing needs, contributing 20.8 per cent toward its annual target of 1,335 homes. Lambeth delivered only 74 per cent of its target between 2020–2023.”

The decision

The committee granted conditional planning permission, subject to completing a Section 106 deed and delegated authority over conditions and obligations.

“To grant conditional planning permission subject to the completion of a deed under Section 106 of the Town and Country Planning Act 1990 containing the planning obligations as set out in this report, addenda and/or PAC minutes.”

“In the event that the Section 106 deed is not completed within six months of the date of the Committee meeting, delegated authority is given to the Director of Climate, Planning and Transport to refuse planning permission for failure to enter into a Section 106 deed providing for the obligations considered necessary to make the development acceptable in planning terms as identified in this report, addenda and/or the PAC minutes.”
