Summary of planning committee decision

Decided by Ipswich Planning & Development Committee on 25 Jun 2025.

25/00070/FULApproved

What was proposed

The application sought to convert a three-bedroom house into a care home for up to two children aged 8 to 17, with two staff present.

“Grant planning permission subject to the following planning conditions (briefly): - 1. Development to be in accordance with the approved drawings and the requirements of any succeeding conditions. Use shall be as a children’s care home only as per Use Class C2 for up to 2 children, and for no other use including within Use Class C2. Prior to first use of the premises as a care home, details of bin storage/collection arrangements, shall be submitted and approved. 4.”

“The children would be aged between 8 and 17 years. The home is intended to support children who may present with Social Emotional and Mental Health needs, Special Educational Needs and or mild to moderate Learning Disabilities. There will be 2 members of staff within the property at all times. No external alterations to the building are proposed. There is one parking space at the property. Cycle parking would be provided in the rear garden in a shed.”

Officer report

Officers’ recommendation

Officers recommended permission because the use was residential, would not materially change the area’s character, and met relevant requirements for amenity, parking and design.

“The proposed scale and nature of the proposed use of the application site would not give rise to any activity levels or change in the character of the area that would be materially different to that which could take place in a dwellinghouse where two adults and two children live as a single household.”

Officer report

Committee discussion

The committee noted that the proposal was not a material change of use but had to determine the submitted application.

“The Senior Planning Officer presented the report illustrated by drawings and photographs.”

“It was noted that this proposal did not represent a material change of use and that a planning application was not necessary; however, as an application had been submitted, it was required to be determined.”
