Officer presented an updated recommendation

An officer presented the report and gave a verbal update that the recommendation should cover a Section 106 agreement, conditions and referral to the Greater London Authority.

“Nathan Ringer gave a verbal update, that the officer’s recommendations on the first page of the report (page 21 of the agenda pack) should read “subject to the completion of section 106, recommended conditions and referral to the GLA.” He presented the report and responded to questions.”

“Following questions [name withheld] advised that there was a condition regarding the number of Sheffield stands for bicycles was included in the Addendum report (condition 49) and he confirmed that the developer had not included any part of Gunnersbury Park as public space amenity within the Application.”

Councillors debated height against benefits

Councillors debated whether an extra storey would harm sightlines from Kew, weighing this against the homes, affordable housing and public realm benefits delivered.

“During debate Cllr Max Mosley said he did not agree that an additional storey on 17 storey blocks would materially affect sightlines from Kew and felt that objections from Historic England and others to taller buildings had wrongly lost 30 affordable flats, desperately needed by people in Hounslow. Cllr Tom Bruce agreed with Cllr Mosley’s points but advised that the development still provided over 850 homes, with a good percentage of affordable units.”

“He appreciated the good level of affordable housing alongside the large number of new flats overall and also the fact that the Applicants had not attempted to pass off Gunnersbury Park as part of the scheme’s public amenity space. Cllr Dan Bowring commented that the illustrations of the projected buildings as seen from the heritage site showed that the view was still good and described the scheme as excellent.”
