Flood defences at Green Cottage, Havant

Summary of planning committee decision

Decided by Havant Planning Committee on 25 Jun 2026.

APP/25/00176Approved

What was proposed

The application proposed a flint-clad seawall, timber flood gate and reinforced coastal footpath at Green Cottage.

“The proposal in relation to Green Cottage comprises the construction of a new flint-clad seawall on the seaward side of the existing boundary, together with the provision of a timber flood gate and a reinforced coastal footpath located further seaward. This would enclose the existing fore garden within the private curtilage of Green Cottage, where currently the costal path extends through the two amenity spaces belonging to Green Cottage.”

Officer report

The site and its setting

Green Cottage is a Grade II listed coastal dwelling close to the harbour edge, with the coastal path crossing its two amenity spaces.

“The four application sites are located in Langstone village, fronting onto Chichester Harbour. The area is characterised by a close relationship between historic buildings, the coastal environment and a continuous coastal footpath running along the harbours edge.”

“Green Cottage, 23 Langstone High Street - a listed residential dwelling positioned close to the harbour edge.”

Officer report

The conservation view

The Conservation Officer raised no objection because the works would not alter the building’s fabric or undermine its architectural interest or historic relationship with the harbour.

“The Conservation Officer advises that the proposals would result in a low level of less than substantial harm to the significance of Green Cottage. The harm arises from the enclosure of a small area of currently open harbour-edge land into the domestic curtilage and the introduction of a more formalised harbour-side boundary through the construction of a new flint-clad seawall.”

“However, the proposals would not involve any alteration to the fabric of the listed building and would not undermine its architectural interest, legibility or historic relationship with the harbour. Overall, no objection is raised.”

Officer report

Objections from neighbours

Three objections questioned the scheme’s detail, construction methods, monitoring, noise, damage risks, security, access, land stability and the seawall’s effects.

“The applicant has not provided sufficient and / or credible detail regarding the planning and execution of the proposed scheme and the granting of LBC should be viewed as being premature. • Applicant should submit / agree to adding of conditions to the application including how these are to be monitored and enforced through the construction period and a commitment to applying financial / legal penalty in the case of non- compliance.”

“Minimising impact on GC – applicant should resubmit the heritage appraisal of GC with correct age • Applicant is relying on statutory powers to order use of privately owned land by GC – (this is not a planning consideration) • New quay wall will increase ‘slamming noise’ • Lack of information on how the scheme will be decommissioned – (this is not a planning consideration however, the applicant has confirmed that there will be a maintenance programme and that the materials…”

Officer report
