Ship Inn flood defences at The Ship Inn, Langstone Road, Havant
Summary of planning committee decision
Decided by Havant Planning Committee on 25 Jun 2026.
What was proposed
Works included raising and resurfacing the car park, new walls and steps, a flood gate, and a concrete footpath beside the annexe.
“APP/25/00174 (Ship Inn PH) – LBC for works to the Ship Inn PH to include raising and resurfacing of the car park, provision of a retaining wall and steps to the southern courtyard, provision of replacement boundary wall to courtyard with brick-clad wall and flood glass barrier, provision of flood gate and new concrete footpath and low wall seaward of The Ship Inn Annexe.”
Officer report
Recent flooding
Storm Kathleen caused significant coastal flooding in April 2024, damaging several Langstone properties including the Royal Oak, Green Cottage and nearby listed homes.
“Whilst this is not planning history as such, it is useful for the context of the applications to refer to the most recent flooding which caused widespread damage in Langstone village. Storm Kathleen, which occurred in April 2024, contributed to a significant coastal flooding, when a combination of strong onshore winds, storm surge and an exceptionally high spring tide resulted in water overtopping defences along the harbour frontage.”
“Several properties, including the Royal Oak, Green Cottage and No’s 16, 17 and 18 Langstone High Street suffered from flood damage and have needed subsequent restoration and repair. Proposal…”
Officer report
Why officers recommended approval
The works would cause low-level less than substantial harm to the setting, but flood protection and heritage benefits would outweigh that harm.
“The proposals, set out in para 3.2, would not involve alterations to the principal elevations of the listed building, nor would they result in the loss of historic building fabric, nor the ability to understand or appreciate the Ship Inn as an historic public house.”
“When the public benefits set out above in para 7.5, are weighed against the low level of less than substantial harm to the setting of the building, it is considered that that the benefits outweigh the harm and provide clear and convincing justification for granting consent.”
Officer report
The committee decision
The committee authorised listed building consent for the Ship Inn works, subject to conditions and the statutory listed-building duty.
“That the Interim Head of Planning be authorised to GRANT LISTED BUILDING CONSENT for application APP/25/00174, subject to the conditions set out below (subject to such changes and/or additions that the Interim Head of Planning, in consultation with the Chairman of Planning Committee, considers necessary to impose prior to the issuing of the decision), and having regard to the statutory duty under Section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990.”
Minutes
Conditions on the consent
The consent requires approved plans, protection and reinstatement details for existing surfaces, and approval of replacement boundary materials where necessary.
“Notwithstanding the approved drawings, no works affecting existing surfaces within the curtilage of the Ship Inn, including courtyard and car park areas, shall commence until a schedule of works is submitted comprising details of the existing surfaces, proposals for removal (where necessary), and details of reinstatement or replacement have been submitted to and approved in writing by the Local Planning Authority.”
“Where any existing curtilage boundary materials associated with the Ship Inn are demonstrated, to the satisfaction of the Local Planning Authority, to be incapable of retention or reinstatement, no replacement materials shall be installed until details of the proposed replacement materials (including brick, stone or coping) have been submitted to and approved in writing by the Local Planning Authority.”
