Officer report
The site
The established care home has 51 rooms and residents, two vehicle accesses, parking on both sides, and residential neighbours to the north and south.
“Oak View Residential Care Home is an established care home at 47-49 Beach Road which is located on the western side of the road, backing onto Hayling Park. It has been enlarged over the years and currently presents to the highway as a central two storey building with double bays on its corners, with dormers in the roof, there are single storey extensions to the south of the building and recently completed first floor to a previously single storey extension to the rear of the…”
“There are two vehicular access points and parking at either side of the main building i.e., at the northern and southern sides of the site. The area is primarily residential in character and the adjoining properties comprise a single storey dwelling to the south and a house to the north. Beach Road is a classified road, the A3023, and there is a pedestrian crossing just north of the site, close to the junction with St Mary's Road.”
Officer report
Earlier development
The site has a long planning history, including permissions for extensions and a completed first-floor rear extension providing additional rooms.
“04/55601/009 - First and second floor extensions to the rear (west) elevation and ground floor extensions to the side (south and north) elevations to allow an increase in the number of residents from 29 to 47., REF,19/01/2005”
“It is noted that 06/55601/011 which approved both ground floor and first floor rear extensions. The ground floor element has been implemented, although the first floor was not, but this permission remains extant. In addition, the APP/20/00002 permission has now been implemented and completed.”
Officer report
Why officers supported it
Officers considered the principle, design, residential amenity, parking, noise and habitat impacts acceptable, subject to conditions and mitigation.
“Impacts on residential amenity have been considered in detail in consultation with Environmental Health and the scheme amended in relation to the positioning of the air conditioning units. Formerly proposed heat pumps have also been removed from the proposals. Environmental Health have raised no objection subject to an appropriate post-completion noise assessment to ensure that the operating units meet noise requirements.”
“In relation to highways and parking, the proposal includes to the provision of an additional parking space which would meet the requirements of the Councils Parking Standards for the proposals. Furthermore, parking surveys suggest that adequate parking is provided on site to meet the existing Residential Care Home needs. A Travel Plan to encourage sustainable travel for staff has been provided. It is also noted that there is public parking nearby at Hayling Park.”
Officer report
Residents’ concerns
Residents objected or raised concerns about construction disruption, contractor parking, highway safety, dust, noise, air-conditioning units and privacy.
“Existing concerns over highway safety would need to be raised with the police and the Highway Authority. The Highway Authority have raised no objections to the proposals. Parking is addressed in Part 7”
“Whilst we have no opposition to their latest development plans we are concerned about parking issues whilst work is going on. In the Construction site set up plan (SK007B) it lays out the parking arrangements for construction vehicles, we would like this to also include staff vehicles that will not be able to park on site while work is being carried out. Last time they had construction work, site vehicles were parked on the road and on the grass verges outside our houses.”
Officer report
