Highway condition variation at Land North of A689 Wynyard Park Estate Wynyard Woods Wynyard
Summary of planning committee decision
Decided by Hartlepool Planning Committee on 21 Jan 2026.
What officers recommended
Officers recommended approval with updated conditions, rejecting limits on dwellings and a Section 278 Agreement as unnecessary.
“The updated wording would not include the requirement for a Section 278 Agreement as it was explained that it does not meet the six tests for condition. Stockton Borough Council are objecting to the application, as set out in their tabled further representation. It was the officer recommendation to approve the application subject to the conditions, as updated.”
Officer report
Highway consultation
Stockton Borough Council objected, while National Highways and Hartlepool Borough Council had not objected to the proposed changes.
“The Senior Planning Officer (Development Management) outlined the application and provided updated wording for condition 30. It was proposed to increase occupancy from 400 to 600 dwellings prior to works being completed. Stockton Borough Council objected to the application. A response to Stockton Borough Council’s objections from the agent was tabled for Members. It was the officer recommendation to approve the application subject to planning conditions set out in the report.”
“A representative of the applicant was in attendance at the meeting and addressed the Committee. The representative advised there were no highway related reasons why the proposed changes were unacceptable. There had been no objections from National Highways or Hartlepool Borough Council. A concern from residents had been in relation to the spine road, however, the applicant had worked closely with officers and projected a completion date of October 2027.”

Concerns raised
Concerns included congestion, safety, emergency response times, junction modelling, access arrangements and the need for a safe A689 crossing.
“Planning Committee – Minutes and Decision Record – 10 th December 2025 3.1 2 - 25.12.10 - Planning Committee Minutes and Decision Record Hartlepool Borough Council 3 Regulatory Services also advised that there was potential for the works to be grant funded. An error had been made within the original modelling which showed a much-increased journey time. The revised modelling showed a minimal increase.”
“[name withheld] raised concerns around safety issues on the A689 corridor and access in and out of the Wynyard site. He called for the delivery of the internal spine road. [name withheld] advised that allowing extra dwelling to be occupied would increase congestion and could result in greater emergency services response time and potentially greater accident risks. He asked members to visit the site.”
