Summary of planning committee decision

Decided by Hart Development Management Committee on 19 Nov 2025.

25/00815/FULApproved

What was proposed

The application sought three homes: two within the former public house and one detached dwelling, with restoration, alterations, access, parking and gardens.

“- Change of Use of former Public House to a pair of semi-detached homes with associated restoration/repairs, extensions, alterations, landscaping and parking; and…”

“- Construction of a detached dwelling with associated access, parking and garden.”

Officer report

The site and its history

The site contains a fire-damaged former public house that has been secured and scaffolded for more than ten years, alongside former hardstanding and a demolished cart shed.

“There was once a single storey cart shed of timber construction also with an ‘L’ shaped footprint in proximity to the southern boundary of the site. The land surrounding these buildings (front and back) was largely hard standing for parking/servicing purposes.”

“The building accommodated a Public House known as The Swan; it was subject to extensive fire damage in 2010. The commercial venue closed, the building fell into significant disrepair, the timber cart shed was regarded as an unsafe structure beyond repair and was demolished. The main building was secured; scaffolding was put in place, and the structure was made safe. It has remained in this condition for over 10 years.”

Officer report

Earlier planning history

Earlier applications covered listed-building works, a chimney, discussions about reinstating the fire-damaged building, a new access and internal alterations.

“25/00816/LBC – Pending consideration Internal/external restoration and repair of the Listed Building and construction of part single part two storey rear extension, changes to ground levels and provision of hard and soft landscaping works (following the removal of rear and side extensions), all associated with the conversion of the listed building into two 3-bedroom homes and the construction of a 3- bedroom home.”

“11/01523/SITE – Opinion Issued, 24.08.2011 Seeking a site meeting with John Davey conservation officer to discuss work to the listed building to reinstate the building following a serious fire.”

Officer report

What officers recommended

Officers recommended permission because the proposal would restore the listed building, provide three homes and deliver overall heritage, social, economic and environmental benefits.

“The benefits attracted by the proposal would be employment during the restoration/conversion of the building and the new build and the additional expenditure in the local economy during this process and following occupation. These benefits would be moderate.”

“Considering the significance and weight attributed to the above benefits the proposed development would result in a development contributing social, economic and environmental benefits.”

Officer report

What residents said

The Odiham Society supported restoration and a new dwelling in principle but objected to the detached home’s bulk, roof pitch and closeness to the listed building.

“- The Society supports the principle of a new dwelling to fund the restoration, and we…”
