44-home residential development at Land At Uppingham Road, Billesdon

Summary of planning committee decision

Decided by Harborough Planning Committee on 15 Sept 2026.

25/00291/VACApproved

The site and surroundings

The 2.38-hectare site comprises two former grazing fields north of Billesdon, with hedges, steep levels, nearby homes, rights of way and a conservation area.

“The application site is formed by two former agricultural grazing fields. The site is approximately 2.38ha in size.”

“There are significant levels changes across the site, with the northeastern corner of the site representing the highest land (~194.68m AOD**) and levels falling towards the southwestern corner of the site where it is proposed to link to Long Lane (~176.41m AOD). This is a substantial fall of 18.27m across this 230m diagonal span of the site (1 in 12.6).”

Officer report

What officers recommended

Officers recommended approval subject to conditions and a legal agreement, judging the increased housing, mix, design and technical matters acceptable.

“Planning Permission is APPROVED for the reasons set out in this report and subject to the suggested Planning Conditions detailed in Appendix A and the completion of a legal agreement to secure the planning obligations as set out.”

Officer report

Consultation responses

The lead flood authority supported the variation after further information, while highways concerns were addressed through later design work and the Section 278 process.

“Officer Note: The LHA have raised numerous technical issues that require further information or need to be overcome. Whilst this will not prejudice this application, they will need to be addressed at the detailed design stage as part of the Section 278 agreement…”

“Leicestershire County Council as Lead Local Flood Authority (LLFA) advises the Local Planning Authority (LPA) that the application documents as submitted are sufficient for the LLFA to support the variation.”

Officer report

Residents’ objections

Five objections concerned the number of homes, pavements and traffic, flooding and drainage, amenity, local services, and the Long Lane pedestrian route.

“1) There has yet been no communication from Hazelton Homes about the issue of drainage and flooding to the village, already caused, and as promised at January 2025 residents meeting, to confirm the drainage and work plan for the site.”

“1) Services in the village are not able to support additional people and properties on top of other developments signed off in the local area. The school is at capacity, the doctors is over capacity with appointments being already challenging to get. 2) The scale of this development is too large for the services in the village.”

Officer report
