Police access road at Surrey County Constabulary Police Headquarters Mount Browne, Sandy Lane
Summary of planning committee decision
Decided by Guildford Planning Committee on 9 Sept 2025.
The site and surroundings
The site was an open farmland field within the Green Belt and Surrey Hills National Landscape, beside the police headquarters and a public footpath.
“The application site consists of an open field to the south of the wider Mount Browne Surrey Police Headquarters site. The topography of the site rises towards the north-west with an elevation change being 10 metres over the length of the proposed road. The site has no existing access, but the wider Mount Browne site has two access points, one from Old Portsmouth Road via The Ridges and another from Sandy Lane which is also off Old Portsmouth Road.”
“In terms of designations, the site is entirely located within the Green Belt and the Surrey Hills National Landscape (SHNL). A Public Right of Way (PRoW), footpath 276, runs along the southern boundary of the wider Mount Browne site, with the proposed access road connecting to the eastern end of the PRoW.”
Officer report
Related planning history
The police headquarters had a long planning history, while the access road was closely linked to a separate application for campus redevelopment.
“As the site has been the operational headquarters of Surrey Police for over 70 years, it has a long and varied planning history. However, none of the historic applications are considered relevant to the proposals now before the Council.”

Officer report
What officers recommended
Officers recommended approval because faster emergency response, reduced local traffic, biodiversity gains and improved paths outweighed Green Belt and landscape harm.
“However, the benefits of the scheme are substantial and wide ranging. The scheme would deliver a private, safer and more efficiency access for the Police to respond to emergencies, reducing response times over the catchment area. Even small improvements to Police response times can have a large positive impact on how emergencies can be handled.”
“Notwithstanding certain identified conflicts with relevant development plan policies above, overall the proposal accords with the development plan read as a whole. Following the balancing exercise, it is felt that the harm caused to the Green Belt, as well as the other harm identified, is clearly outweighed by the benefits of the proposal and in particular the benefit of improved police response times.”
Officer report
What members considered
The committee received an officer presentation, noted the application’s connection with the campus scheme and heard that the proposal was unchanged.
“The Committee received a presentation from the Principal Planning Officer, noting that this was the second of two related applications, the first being for the wider redevelopment of the Police Headquarters campus. Both had originally been approved by the Committee in November 2024. The current application was brought back for consideration at the same time as the campus scheme to ensure consistency and transparency.”
“It was confirmed that the proposal itself was unchanged from that previously approved. Unlike the main campus application, there had been no alterations to Environment Agency flood risk RECORDED VOTE LIST”
