Nine homes at 82 - 84 Clayhall Road, Gosport
Summary of planning committee decision
Decided by Gosport Regulatory Board on 10 Sept 2025.
What was proposed
Nine homes would replace existing buildings, with parking, landscaping and an altered Clayhall Road access.
“CONSTRUCTION OF NINE DWELLINGHOUSES (CLASS C3) WITH ASSOCIATED PARKING, LANDSCAPING AND ALTERED ACCESS FROM CLAYHALL ROAD FOLLOWING DEMOLITION OF EXISTING BUILDINGS (as amended by plans received 08.05.25 and amplified by information received 08.05.25, 13.05.25, 09.06.25 & 14.06.25) 82 - 84 Clayhall Road Gosport Hampshire PO12 2AJ”
Officer report
The site and surroundings
The vacant former industrial site has poor-condition buildings, borders homes and a public house, and lies in Flood Zone 1.
“This application relates to a plot of land located to the southern side of Clayhall Road, just to the west of its junction with Haslar Road. While currently vacant, the site was previously used for light industrial purposes and includes a number of interconnected single-storey flat roofed buildings towards its south-east corner fronting Waterloo Road.”
“The surrounding area is predominantly residential in character, although the western boundary of the site is shared with The Fighting Cocks Public House which is included on the Council's Local List of Heritage Assets within the Borough. Two trees located within the rear garden of the public house are protected by Tree Preservation Order G.61 including an Ash Tree (T1) that oversails the application site.”
Officer report
What officers recommended
Officers recommended permission because the scheme would provide family homes on a brownfield site, with impacts managed through conditions.
“The proposal would result in the loss of an employment site, although it has been demonstrated that due to size, physical condition and location within a residential neighbourhood, this loss would be acceptable. The resultant development would represent an efficient use of a vacant brownfield site contributing nine good sized 3-beroom family dwellinghouses towards the Borough's identified housing need, upon which significant weight is placed in the planning balance.”
“Overall, the development is well conceived and though a number of planning conditions would provide a good standard of living environment for future occupiers while ensuring there would be no significant adverse impacts on the amenity of neighbouring occupiers or the surrounding highway network and that the development would not affect the continued operation of the adjoining public house.”
Officer report
What consultees said
consultees raised no objections, subject to conditions covering ecology, highways, noise, contamination, drainage, mitigation and construction.
“In respect of land contamination, it is recommended that the application could be approved subject to planning conditions.”
“Environment Agency (Hants & IOW) No objection: We have no objection to the proposal subject to the inclusion of planning conditions relating to ground contamination and drainage.”
Officer report
What residents raised
Three representations raised concerns about access, parking, traffic, the public house, noise, light, overlooking, construction and dormer design.
“Three letters of representation have been received raising concerns with the development. Issues raised: - Visibility to the access road between Waterloo Road and Clayhall Road; - Visibility concerns with the access and on-street parking on Clayhall Road; - Loss of Parking on Waterloo Road; - Parking space to the front of Plot 9 too tight; - Claims the development would reduce traffic is fictitious and the proposal will increase traffic; - The Transport Assessment has not…”
Officer report
What members discussed
Members noted the site had been empty, parking was limited locally but standards were met, and the scheme would improve an eyesore.
“The Board was advised that the site had been empty for some time and it was acknowledged that while parking was limited within in the surrounding area, the development complied with the parking standards and two visitor spaces were provided. It was recognised that it would improve an eyesore and that the road would be accessible from Clayhall Road.”
“Members recognised that the proposal would improve an eyesore.”
