Roundabout access at Poolway Farm, Gloucester Road, Coleford
Summary of planning committee decision
Decided by Forest Of Dean Development Management Committee on 9 Dec 2025.
What was proposed
The proposal would provide vehicular access to an adjoining allocated housing site through a roundabout.
“As the proposals provide the vehicular access serving the adjoining allocated housing site the principle of development is considered acceptable and would accord with Policy CSP.1 of the Core Strategy, Policies AP.1 and AP.63 of the Allocations Plan and the advice within the NPPF and NPPG. Extensive negotiations have taken place to address issues raised by consultees and residents and in particular with regard to resolving highway issues and mitigating harm to biodiversity.”
Officer report
What officers advised
Officers considered the proposal acceptable and recommended delegated authority to grant permission, subject to consultation conditions.
“Weighing against the development is the harm to the landscape and visual character from developing part of a greenfield and highway junction; the disturbance to existing residents caused by additional traffic generated by the development and during the construction period; However, it is considered that these matters do not significantly and demonstrably outweigh the benefits as outlined above.”
“RECOMMENDATION It is recommended that Delegated Authority be given to the Development Manager to grant permission subject to the following conditions and Natural England not objecting to the Appropriate Assessment under the Habitats Regulations and the County Archaeologist not objecting with regard to the toll house. If following their consultation period of the 17 th October 2025 no response has been received then authority is given to grant permission.”
Officer report
Drainage and wildlife
The drainage authority and Severn Trent raised no objection, while ecological conditions were proposed to protect habitats, species and drainage.
“P1594/23/FUL. The LLFA therefore has no objection and no conditions have been recommended. It is noted that Severn Trent have also confirmed that they have no objection to the proposal.”
“The Town Council has also raised a concern regarding flooding highlighting the point that the access road must be raised sufficiently to prevent flooding. The LLFA has considered the proposals and do not share these views and do not object to the proposals. Refusal of the application on these grounds is not, therefore justified in this instance.”
Officer report
Concerns raised
The Town Council raised concerns about flooding, green space and biodiversity, while other comments covered verges, dropped kerbs, parking and developer engagement.
“With reference to the comments from the Town Council regarding biodiversity enhancement under Policy CNE2 of the Neighbourhood Plan it should be noted that such enhancements, particularly with reference to the bat roost, will be secured through the housing application under reference P1594/23/FUL and does not represent a reason for refusal in this instance on this application.”
“Wales and West Utilities, the operator for the equipment in this instance, benefits from permitted development rights to install, uninstall or relocate equipment such as this and planning permission is not required as a result and does not form any part of the consideration of this application. Concerns have been raised been raised regarding the expansion of the grass verges and the fact that residents maintain them at their own expense.”
Officer report
