Artificial grass sports pitch at The Site For The Proposed Artificial Grass Pitch Lies Within Land Associated With The Five Acres Redevelopment Site At
Summary of planning committee decision
Decided by Forest Of Dean Development Management Committee on 9 Dec 2025.
What was proposed
The application proposed a floodlit artificial grass pitch for football and rugby, with fencing, storage and an area for spectators.
“This is a full planning application for the construction of an artificial grass playing pitch intended for football and rugby. The proposal also includes floodlighting, fencing and an ancillary spectator area.”
“The pitch, which is rectangular in shape, measures 116m. x 78.2m. and would have mesh style fencing, in dark green (RAL6005), 4.5m. in height enclosing it. Access to the pitch area is via a number of access gates set in the fencing to the south west and south east. To part of the south western edge of the pitch, a tarmacked area measuring 78m. x 3m. is proposed where a container for maintenance and equipment storage would be sited. The storage container would measure 6.1m.”

What officers recommended
Officers recommended permission, with the application considered by committee because it was a major application and the council was the applicant.

“Members had the opportunity to visit the site on 2 December 2025.”
Officer report
What members asked
Members asked about running-track space, spectator cover, interim parking and changing facilities, and the area identified for biodiversity gain.
“Were there any discussions concerning the space allocation for the running track? It does look quite tight however, this is the application that was submitted, and there have been no discussions during the course of the application process about altering it. There was concern as to whether it was possible to accommodate what had been proposed, but Officers were satisfied with the proposal, based on the information provided.”
“Could members have clarity regarding the parking and changing room facilities? The intention is to deliver the parking and changing facilities once the redevelopment of the wider redevelopment comes on stream. The council are considering a section 73 application for the wider redevelopment of Five Acres, this scheme phases the wider redevelopment and makes provisions for changing facilities within the main building, and car parking will still be provided.”
