Four detached homes at Land At St Joseph Close, Locks Heath, Southampton

Summary of planning committee decision

Decided by Fareham Planning Committee on 15 Oct 2025.

P/25/0960/FPApproved

What was proposed

The application sought four identical detached five-bedroom homes over three floors, with access from St Joseph Close and four parking spaces per home.

“The dwellings would be of identical design, traditional in appearance, with accommodation arranged over three floors. The dwellings would have a two storey eaves height, the second floor accomodation would be contained within the roofspace with front facing dormers and rear roof lights. The overall height would be 9m to the ridge.”

“Each of the properties would have four car parking spaces arranged to either side of the shared access and there would be two visitor parking spaces overall. A refuse bin collection point would be provided adjacent to the site entrance for collection day meaning the refuse lorry would not need to enter the site.”

Officer report

The site

The site is the western part of housing allocation HA30, north of St Joseph Close, beside a caravan park and public open space.

“Site Description 2.1 The application site lies within the urban area and forms part of a larger housing allocation site (HA30 - 33 Lodge Road) as indicated within the adopted Fareham Local Plan 2037.”

“This application relates to the western part of the housing allocation that lies to the north of the residential cul-de-sac of St Joseph Close. The remainder of the housing allocation extends to the east and has a frontage on to Lodge Road. The site abuts Hamilton Caravan Park to the north and an area of public open space to the west.”

Officer report

Earlier applications

Five homes on the same site were refused in October 2024, while permissions for other homes on the wider site have been partly built.

“The application site forms part of an allocated housing site (HA30). As per the Officer recommendation, Planning Committee resolved to refuse planning permission in October 2024 for the construction of five detached dwellings on the same application site with access from St Josephs Close (reference P/23/1329/FP).”

“With regards to the first reason for refusal (a) set out above, the reduction in the number of houses proposed on the application site from five to four would bring the total number of dwellings to be delivered within the wider housing allocation site to nine.”

Officer report

Consultation responses

The highway, ecology and tree officers raised no objection, subject to access, reptile, wildlife, planting and tree protection measures.

“The formation of the access will result in the loss of a weeping willow tree, which is located outside of the planning application red line boundary. Based on the records I have available to me; this tree appears to be on land that forms part of the publicly maintained highway. A Section 278 Agreement (Highways Act 1980) will be required for both the access works and tree removal.”

“No objection. The submitted Reptile Report confirms that a ‘good’ population of slow worms has been found on site. The receptor site along the northern and eastern boundaries is acceptable. However, the extent of tree planting along these boundaries is requested to be reduced to ensure the narrow…”
