Officer report
Officers’ assessment
Officers considered the modest extension would match the chalet, have no significantly greater neighbour impact than the shed, and comply with design and amenity policies.
“The side extension is modest in size and is single storey. It is considered that the proposed extension would not result in a significantly further impact than the existing shed on the site.”
“Comments were made relating to the side extension preventing side access to the property without trespassing on neighbouring land. Access onto neighbouring land is a civil matter rather than a planning matter and as noted above, the side extension will have a similar impact as the existing shed on the site which already extends right up to the boundary with the neighbour. However, the plans have been amended to reduce the width of the extension allowing for side access.”

What residents said
Residents raised concerns about glare, noise, light, character, access, shading, the canopy, wind, the covenant and possible effects on birds.
“Reflection and glare from solar panels • Noise pollution for heat pump • Loss of light • Height and solar panels out of character with other chalets • Extension would block side access • Heat pump would obstruct fire escape • Installation of solar panel would impact on resting place for birds on roof • Loss of views due to increased height • Cause damp issues • Covenant on site stating no building to be erected above ground level of higher level chalets…”
“Impact on character of chalet area • Canopy overbearing • Concern over impact of high winds on canopy roof • Concern of noise passing through solar panels • Canopy will shade adjacent properties • Shine and glare from solar panels • Side extension will block side access • Side extension does not appear to be accessible without trespassing onto neighbouring land • Does not meet the requirements of the covenant…”
