Short-term let accommodation at BF2 31 Angle Park Terrace, Gorgie, Edinburgh

Summary of planning committee decision

Decided by Edinburgh Development Management Sub-Committee on 22 Oct 2025.

25/00972/FULSTLRefused

The site and its history

The property is a basement flat in a four-storey residential tenement sharing an entrance and landing with other homes; an earlier lawfulness application was withdrawn.

“The application property is a one-bedroom, basement flat located in a four-storey residential tenement at 31 (BF2) Angle Park Terrace, Gorgie. The property shares the main door access and ground floor landing with other properties.”

“The application property is located on the north-west side of Angle Park Terrace which is predominantly residential. At the south-west end of the street near the junction with Ardmillan Terrace is a public house. Opposite the property is a funeral undertaker and a footpath leading to Dundee Terrace. The footpath is bordered on both sides by trees.”

Officer report

What officers recommended

Officers recommended refusal because the short-term let would harm neighbouring amenity and the loss of residential accommodation was not justified.

“It is recommended that this application be Refused subject to the details below.”

“The change of use of this property to a short term let (STL) will have an unacceptable impact on neighbouring amenity. The loss of the residential accommodation has not been justified. Whilst it is recognised that there is an economic benefit to the City as a whole from the provision of tourist accommodation, in this case it does not outweigh the adverse impact on residential amenity or the loss of residential accommodation.”

Officer report

Public comments

There were 32 representations: 31 individual comments supporting the application and one objection, with comments about economic benefits, licensing, housing and amenity.

“A total of 32 representations have been received. These are 31 individual comments, all in support, including one petition in support with 21 signatories and one objection. It is noted that 11 of the petition signatories have also submitted comments in support.”

“− Brings economic benefits. − There will be no negative impact on residential amenity. − The STL use will comply with licensing requirements.”
