Conditions required approval of external plant and machinery at the care home, restricted the care home's ancillary services to its own residents, and limited alterations on certain plots and windows to protect neighbours.
“No development shall proceed above foundation level on the care home (specialist accommodation) until such time as details of the type, number, position and finish of external plant and machinery (including any noise/odour mitigation measures) and heating and ventilation flue outlets have been submitted to and approved in writing by the Local Planning Authority. The development shall only be carried out in accordance with the approved details and any noise/odour mitigation measures installed shall be retained and maintained for the lifetime of the development.”
“The services to be provided within the care home (including the café(s), cinema, hairdressers etc) shall only be used as ancillary services to serve the residents of the care home and shall not made available independently from the primary use of the premises at any time.”
