Parking meter at School Road, North Berwick

Summary of planning committee decision

Decided by East Lothian Planning Committee on 7 Oct 2025.

25/00360/PApproved

What was proposed

The application proposed a solar-powered parking meter on the public footway outside the School Road Museum and Library.

“_______________ _________________________________________________ COMMITTEE: Planning Committee MEETING DATE: October 2025 BY: Executive Director for Place REPORT T ITLE: Application for Planning Permission for Consideration _______________________________________________________________________ Note: This application was called off the Scheme of Delegation List by Councillor Findlay for the following reason: Given the level of opposition both from residents of these…”

“The parking meter proposed to be instated would be an MS1 Parking Terminals, measuring 317 x 305 x 1524mm high. It would have a black frontage housed within a high security stainless steel body, and protected with an anti-graffiti coating. It would be solar powered and would be able to accept cash or cashless payments (chip and pin or contactless card payments).”

Officer report

Site and setting

The meter would stand in the North Berwick Conservation Area beside a Category C listed museum and library building.

“The proposed parking meter would be sited within North Berwick Conservation Area.”

“The School Road Museum and Library building is listed as being of special architectural or historic interest (Category C).”

Officer report

Officer assessment

Officers considered the meter suitably small and positioned, causing no harmful visual, heritage, residential amenity, flood or cumulative impact.

“The proposed parking meter would be of a slim linear form and design, being only 317mm across by 305mm in width and 1524mm high. Although visible in public views it would be positioned to the rear of the footway on which it would be located in front of a boundary wall. It would be seen in relation to other street furniture in the form of directional signage, a litter bin and poles with which it would have a visual relationship.”

“The Council's Flooding & Structures Officer advises that SEPA's Flood Hazard Mapping indicates that the site is not at risk from a flood event with a return period of 1 in 200 years, plus climate change. That is the 0.5% annual risk of a flood occurring in any one year, with an allowance for climate change.”

Officer report

Committee discussion

Members discussed parking arrangements, wall maintenance, the listed building setting and whether the meter could be placed elsewhere.

“Councillor Findlay asked about the arrangements for parking at the museum library, and [name withheld] explained that this was controlled by separate order and would remain for the sole use of visitors to the library.”

“[name withheld] reiterated her earlier concerns about maintenance of a wall with a parking meter set against it. She also questioned why the cabinet was being placed in the curtilage of a listed building within the conservation area, when the meter had no relationship to the building.”

Minutes

The vote

Members voted for the officer recommendation, except Councillor Findlay, who voted against it.

“The Convener then moved to a roll call vote on the officer’s recommendation to grant consent. Planning Committee members voted in support of the officer’s recommendation, apart from Councillor Findlay, who voted against the recommendation.”

Minutes

“The development hereby approved shall begin before the expiration of 3 years from the date of this permission.”

“The parking meter hereby approved shall be installed such that it allows at least 1.2 metres unobstructed clear footway width to remain available for users of the footway.”
