Ancillary garden outbuilding at Grange House, 15 Grange Road, Deal

Summary of planning committee decision

Decided by Dover Planning Committee on 30 Oct 2025.

25/00367Approved

What was proposed

Planning permission was sought for a 1.5-storey timber-clad outbuilding with a mezzanine, rooflight, slate roof and aluminium windows.

“Planning permission is sought for the erection of an outbuilding within the rear garden of 15 Grange Road for ancillary use.”

“The outbuilding would be 1.5 storey, with a mezzanine floor within the roof and served by a rooflight. The outbuilding would be finished in horizontal timber cladding with a slate roof and anthracite grey, aluminium windows.”

Officer report

The site and its setting

The outbuilding would be in the rear garden of a detached house in Deal, bounded by neighbouring properties and another garden.

“The application site relates to the rear garden of a detached dwellinghouse to the southwest of Grange Road, in the settlement confines of Deal. The site is bounded by 13a Grange Road to the southeast, 17 Grange Road to the northwest and the garden of 12 Claremont Road to the southwest.”

Officer report

Earlier planning history

An application for a single-storey rear extension with two roof lanterns was previously granted permission.

“DOV/21/00560 – Erection of a single storey rear extension with 2no. roof lanterns– Granted…”

Officer report

The planning assessment

The amended design reduced the height and added a hipped roof, and was considered appropriate with no significant harm to neighbours.

“The proposals have been amended as part of the application process, following officer advice. The amendments include a reduction to the height of the outbuilding by approximately 0.8 metres to 4.8 metres, and the introduction of a hipped roof. The hip lowers the roof height adjacent to the neighbouring boundaries to 4 metres.”

“On balance, the development is not considered to result in such significant harm from overshadowing to recommend refusal. Due to the scale, design and siting of the development, together with the existing planting, the proposals are also not considered to result in an unduly overbearing impact. The retention of the existing planting will be secured by condition.”

Officer report

Views from consultees and residents

The town council objected unless habitation and commercial use were prohibited, while residents raised concerns but others supported the proposals.

“Deal Town Council – Object. unless a condition is attached that prohibits habitation and commercial use.”

“Third party Representations: 32 representations in objection to the proposals have been received and are summarised below. • Height is inappropriate for the location • Loss of sunlight to neighbouring gardens • Loss of trees • Harm to wildlife due to loss of trees • Impact on house prices • Impact on outlook from properties behind the outbuilding • Increase in noise pollution • Concerns it will become a separate house • Risk of setting a precedent with larger buildings •…”

Officer report

What members discussed

Members noted larger nearby outbuildings, the screening from hedges, the design and the lack of garden access except through the house.

“The Committee was shown an aerial view, a CGI, drawings, a plan and photographs of the application site which was in the rear garden of a detached dwelling within the settlement confines of Deal. The Senior Planner advised that planning permission was sought for the erection of an outbuilding for ancillary use. As an update to the report, the Committee was advised that 7 further objections and 19 letters of support had been received since the report was published.”

“Councillor Back pointed out that there were larger outbuildings at plots 5 and 6 and the proposed outbuilding would be screened behind hedges. Councillor Knight commented that the outbuilding was nicely designed and was replacing an existing building in any case.”
