The vacant site was behind an existing property, fronted Stanley Road, and lay between garages within Deal’s Middle Street Conservation Area.

“The application relates to vacant land to the rear of 13 Clanwilliam Road, which is located within the settlement confines of Deal and in the Deal Middle Street Conservation Area. The piece of land is located between a single storey garage and row of garages on the south side of Stanley Street. Previously the garage to 13 Clanwilliam Road stood on this site but this was destroyed by fire some years ago…”

“The application is for the erection of a single dwelling which would be two storeys and orientated north to south, with a small courtyard garden. There would be no parking provided as part of the proposals.”

Officers considered the design would preserve the conservation area, provide acceptable living conditions and avoid unacceptable highway or parking impacts.

“Notwithstanding this, the proposals are not considered to result in harm to the character and appearance of the conservation area due to the height of the building, which would be compounded by the single storey garages either side. The building would be isolated from the taller buildings to either side and would instead be read in the context of these smaller ancillary buildings and open space…”

“The proposals are therefore considered to be acceptable, preserving the character and appearance of the area, in accordance with policy PM1 of the Local Plan and the aims and objectives of the NPPF. Residential Amenity 2.12 Section (f) of Paragraph 135 of the NPPF requires development to provide a high standard of amenity for existing and future users. This is further supported by policy PM2.”
