The proposal would generate a low number of associated vehicle movements and the impact on the wider highway network would be negligible.”

“To the west and south of the site are a small number of cottages that sit on Lower Road – with little amenity space to the front. Many of the occupants of these properties park on Lower Road as they have no ‘off-road’ car parking available. Behind these properties to the west is a further allocated site - SAP32 – for approximately 80 dwellings, which is subject to a live planning application for up to 100 dwellings currently pending consideration.”

“The planning application site is located to the south of the village of Eastry, on the eastern side of Lower Street and comprises former grazing paddocks. The site is allocated within the Dover Local Plan by virtue of Policy SAP33 (Land Adjacent to Cross Farm)”

“To the north of the application site is the Grade II listed building ‘Cross Farm’. This building dates from circa 1800 and is a two-storey structure fronting onto the highway. There is a small area of garden to the south of the property which adjoins the application site.”

“Kent County Council Archaeology – Further archaeological investigations have been submitted in the form of a field evaluation and updated desk based assessment given the potential for burials associated with an early medieval cemetery (known as Eastry I) to establish whether burials extended into or across the development site area. No burials were encountered, although some archaeology was present. The updated desk-based assessment suggests potential mitigation measures.”

Councillor Nee added that the proposed roof layout and orientation of the site could mean that installing solar panels was not feasible or cost-effective, but he supported the idea in principle.”
