Infill dwelling and garage at Approx 60m north east of 110 Urney Road, Urney, Strabane

Summary of planning committee decision

Decided by Derry And Strabane Planning Committee on 3 Sept 2025.

LA11/2024/0902/OApprovedAgainst officer advice

The site and surroundings

The site is part of a roadside field near Clady, containing an open-sided shed, an access lane and nearby dwellings, with floodplain constraints.

“3.HR A The development is eliminated from the need for assessment under the Habitats Regulations as the proposal could not have any conceivable effect on any designated sites given the location, scale and nature of proposal and due to a lack of viable environmental pollution pathways. 4.Si te and Surrounding Area The application site is part of a roadside field on the south east side of Urney Road. The land within the field is fairly flat.”

“The north east and south east boundaries of the field are defined by post and wire fence and small trees. The closest watercourse is approx. 40m south if the site and runs along the rear of 110 and 112 Urney Road and then parallel to the north east boundary of the access lane towards 108 Urney Road.”

Officer report

Why officers recommended refusal

Officers concluded that the site was neither an infill gap nor part of a qualifying cluster and that the dwelling would create ribbon development harmful to rural character.

“Ribbon Development A dwelling on the application site would create a ribbon of development at this location. It would be visually linked with the existing shed within the application site, and the two roadside dwellings at nos. 110 and 112 Urney Road thereby creating a ribbon of development.”

“The site does not sit within a cluster of development. The application site is not immediately adjoining other development other than the small open sided shed structure of timber frame construction; an ancillary type building excluded from consideration under criterion 1. There is a gap between the application site and no. Urney Road. This criterion is not satisfied.”
