Outbuilding alterations at 30 Longfield Avenue, Longfield

Summary of planning committee decision

Decided by Dartford Development Control Board on 14 May 2026.

25/00139/VCONApproved

What was proposed

The application sought changes to an approved outbuilding, including altered elevations, northern roof solar panels, air conditioning, battery storage and heat recovery units.

“(6) The proposal seeks to vary the conditions and approved details for application DA/22/00026/FUL for which planning permission was granted for a detached outbuilding for storage/garden use. The application seeks to vary condition 2 (approved plans) and condition 3 to allow solar panels to be provided on the north facing roof of the outbuilding.”

Officer report

The site

The site contains a large detached house and outbuilding within a wide residential plot, beside neighbouring properties and a public right of way.

“(1) The application property relates to a substantially sized two-storey detached property located on the south side of Longfield Avenue. The site has a wide plot with a gated entrance and 'in and out' driveway. The site lies within an Area of Special Character - New Barn.”

“(2) To the west and east of the site are detached properties that front Longfield Avenue, whilst to the south are rear gardens of detached properties that front Poplars Close and Deerhurst Close.”

Officer report

Planning history

The existing outbuilding was permitted in 2022, after an earlier workshop proposal in 2020, and other extensions and a balcony were also permitted.

“(13) 22/00884/FUL - Erection of a rear balcony (retrospective application) - Permission granted on 24.10.2022 - Implemented.”

“(16) 20/00986/FUL - Erection of a detached outbuilding for storage/ garden use for workshop - Permitted on 16.11.2020 - Not implemented.”

Officer report

What officers recommended

Officers recommended permission because the changes would not harm the area’s appearance, character or neighbouring residential amenity.

“(59) Having considered the relevant planning policies, comments from local residents, the Parish Council and consultees, I am of the view that the proposed development would not have a harmful impact on the visual amenities or character of the area, nor neighbouring residential amenity.”

“(60) Therefore, it is my view that planning permission should be granted subject to conditions.”

Officer report

Consultees’ views

Three utility organisations had no objections, Environmental Health required an effective acoustic barrier, and the parish council objected.

“(21) Environmental Health offer the following summarised comments:”

“Using the noise data submitted for the 2x ASHPs, 1x A/C unit, and 2x Daikin heat recovery units, it is possible to calculate a cumulative noise level of about 58 dB(A), 53 dB(A) and 62dB(A) at 1m from the units respectively. To achieve the required level at the NSR, a barrier would be required so this should be a full acoustic model which must be maintained. Details of the barrier should be forwarded for verification.”

Officer report

Residents’ concerns

Neighbours objected to the solar panels, external equipment, appearance, noise, disturbance, outlook, boundaries and possible future residential use.

“(23) Thirteen neighbouring addresses were consulted via a neighbour notification letter.”

“Questions the need for solar panels for a storage building • Undesirable, intrusive, and prominent appearance of the solar panels • Industrial nature of the external units resulting in a harmful appearance • Retrospective nature of some aspects of the proposal • Harm to neighbouring residential amenity • Proximity to boundaries • Noise and disturbance • Lack of acoustic assessment being submitted [noise assessment subsequently submitted] • Impede neighbouring outlook •…”

Officer report

The committee’s decision

The committee supported the officer recommendation, voted for the motion and granted planning permission subject to conditions.

“This item was not called down for debate and so the Chair moved a motion to support the officer’s recommendation to grant planning permission. The motion was seconded, put to a vote and carried.”

“To grant planning permission subject to conditions in the report.”
