Two two-bedroom dwellings at The Yard, Chapel Croft, Kings Langley
Summary of planning committee decision
Decided by Dacorum Development Management on 16 Oct 2025.
What was proposed
The application sought two detached single-storey two-bedroom homes, with gardens and four off-street parking spaces.
“The application seeks full planning permission for the erection of two detached single storey dwellings, each with two bedrooms, associated gardens and off-street parking for two vehicles within the curtilage (total of 4 off-street parking spaces). Plot A would occupy the southern half of the site…”
Officer report
The site and its setting
The brownfield roofing storage yard lies within Chipperfield’s settlement boundary, in the Green Belt and about 50 metres from the Conservation Area.
“The application site comprises previously developed (brownfield) land currently used as a roofing business storage yard. The site is located within the defined settlement boundary of Chipperfield, which is a designated small village in the Green Belt. The site is surrounded by residential development on all sides, including Tulip Close, which is a new housing development, to the north and Chapel Croft to the south.”
Officer report
Earlier applications
A one-dwelling scheme was granted in 2024, storage arrangements were granted in 2023, and an earlier two-dwelling scheme was withdrawn.
“Planning permission was granted for the construction of a single-storey detached dwelling comprising of two bedrooms, with associated garden and two off-street car parking spaces. The approved dwelling would measure 18.78m deep and 6.19m wide comprising a part- hipped / part gable-end / part flat-roof with an eaves height of 2.5m and a ridge height of 6.46m. The current proposal for plot A would be in the same location as the approved scheme, however with a smaller footprint.”
“23/00228/LDE - The storage roof tiles and equipment, siting of 2no shipping containers (used for further storage relating to roofing business) and storage shed shown by Plan 102, with the tiles stacked no higher than 2m by a roofing business under B8 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended) GRANTED - 11th April 2023”
Officer report
Why officers recommended approval
Officers considered the proposal acceptable village infill that used brownfield land, supported housing supply and caused no significant identified overriding harm.
“The Council acknowledges that it cannot demonstrate a five-year housing land supply. The shortfall in supply means that the NPPF’s presumption in favour of sustainable development applies (referred to as ‘the tilted balance’).”
“In this context, the presumption in favour of sustainable development would only be dis-applied if the identified harm to either the Green Belt or the Conservation Area provides a clear and convincing reason for refusal. As detailed above, the proposal is not inappropriate development in the Green Belt and it is therefore considered that there is not a clear reason for refusing the development on Green Belt grounds.”
Officer report
The committee vote
Councillors voted eight for, two against and one abstention on a proposal to delegate approval.
“It was proposed by Councillor Guest and seconded by Councillor Hobson to DELEGATE with a view to APPROVAL.”
“Resolved: That planning permission be DELEGATED with a view to APPROVAL. RECOMMENDATION”
