Four-section advertisement hoardings at Land East Of Millenium Way Millennium Way, Chorley

Summary of planning committee decision

Decided by Chorley Planning Committee on 20 Jan 2026.

25/00232/ADVApproved

The site

The site is a highway verge beside a developing employment area, with large warehouse buildings, an industrial character and no nearby homes.

“The application site comprises highway verge to the east side of Millenium Way at the edge of a site that is being developed for a range of buildings falling within employment use classes E(g), B2 and B8. The development is well progressed and the proposed signs are already in situ.”

“The development to which the signs relate comprises warehouse buildings of a functional design style typical of modern commercial units and are relatively large in scale. The site is located to the east of the M61 motorway in the settlement area of Chorley. Junction 8 of the motorway lies to the south west of the site and Millenium Way provides a link road to this junction.”

Officer report

Earlier site history

An earlier application for the employment development, access, parking, landscaping and related works was decided on 30 April 2024.

“Ref: 22/01243/FULMAJ Decision: PERFPP Decision Date: 30 April 2024 Description: Detailed planning application for an employment development (comprising a range of buildings in Use Classes E(g), B2 and B8), including new access of A674, internal circulation, parking, servicing, landscaping and ancillary works…”

Officer report

Officers’ recommendation

Officers recommended temporary approval because the hoardings would screen construction works without unacceptable harm to amenity or public safety.

“Overall, it is considered that the proposed hoarding signs are not detrimental to the character of the area on a temporary basis whilst the west side of the associated development site nearest Millenium Way is under construction. It is therefore considered that the proposal has no unacceptable impact on the amenity of the surrounding area subject to a condition limiting the period of time for the display of the advertisements.”

“The proposed advertisements would not result in any significantly detrimental harm to the amenities of the area or public safety on a temporary basis. Therefore, it is considered that the advertisements accord with the Framework and the application is accordingly recommended for approval, subject to conditions.”

Officer report

Objections received

Thirteen individuals objected over amenity, rural character, highway safety, blocked signs, unauthorised installation, advert content and repeated retrospective applications.

“Representations in objection have been received from 13no. individuals raising the following concerns:”

“Adverse impact on public amenity and do not reflect the rural character of the area. • Highway safety issues due to distraction of drivers. • Highway direction signs have been obstructed. • The signs were erected without permission. • The content displayed on the adverts is questionable / misleading. • Repeated retrospective applications from the same developer.”

Officer report

The committee vote

The committee granted temporary advertisement consent for 12 months, subject to conditions, by six votes to two with one abstention.

“After careful consideration, it was proposed by Councillor Alex Hilton, seconded by Councillor Craige Southern, and subsequently resolved (6 for, 2 against, 1 abstain) that advertisement consent be granted for a temporary period of 12 months from the date of the issuing of the decision, subject to conditions.”
