Four two-bedroom apartments at Land Adjacent To 65 St Johns Road, Newbold, Chesterfield

Summary of planning committee decision

Decided by Chesterfield Planning Committee on 8 Sept 2025.

CHE/25/00346/FULApproved

What was proposed

The application proposed a two-storey building containing four two-bedroom flats, with parking, shared and private amenity space, landscaping and widened access.

“The application proposes the erection of a two storey building comprising of four, two bedroom flats. Each flat measures approximately 72sqm in gross internal area with the same mirrored internal layout. The internal layout of each flat has an open plan kitchen/living/dining room, two double bedrooms…”

“The proposed building is positioned towards the north of the plot, creating a stepping building line to St Johns Road and will create a small landscaped frontage. The site is served by shared amenity space of 110sqm and private amenity space for flat 1 and 2 measuring 25sqm. Bin storage and areas of landscaping and boundary treatments are indicated.”

Officer report

Earlier planning history

Permission for a broadly similar four-flat scheme was granted in 2022 but lapsed because development was not lawfully started.

“The plot is broadly rectangular in shape covering approximately 733m 2 in area. Permission was granted in 2022 (CHE/21/00694/FUL) for broadly the same scheme in terms of layout and number of units. The only work undertaken on site was minor site clearance which did not constitute a lawful commencement of development. The applicant therefore did not implement application CHE/21/00694/FUL and the permission lapsed.”

“CHE/21/00694/FUL - Construction of 4 two bed apartments with associated parking and amenity space – CONDITIONAL PERMISSION (05.04.2022), PERMISSION LAPSED”

Officer report

Consultation responses

Highways, environmental health, wildlife, drainage, water and mining consultees raised no objections, although several recommended conditions.

“Environmental Health No objection, condition recommended covering hours of work/construction.”

“Environment Agency The Environment Agency will not be making any formal comment as the development falls within flood zone 1, therefore no fluvial flood risk concerns associated with the site. There are no other environmental constraints associated with the application site which fall within the remit of the Environment Agency. CBC Design Services Drainage No objections…”

Officer report

What residents said

One objection raised concerns about parking pressure, road safety, loss of views and whether the land should instead provide parking or green space.

“- Land would be better used for a parking space or green area o The site of the proposed development is ideally placed to become a residents' car park (with EV charging points). This would reduce congestion and increase safety on St Johns Road and near Edmund Street school and enable residents to have EV cars without the hazard of charging cables laid across pavements.”
