102-home development at Land To The West Of Bevan Drive Inkersall, Chesterfield
Summary of planning committee decision
Decided by Chesterfield Planning Committee on 20 Oct 2025.
The site
The steeply sloping site is west of Inkersall, with grassland, protected trees, a public footpath, a pond and woodland nearby.
“The application site is a steeply sloping parcel of land located to the west of Inkersall. The site slopes steeply up to Bevan Drive from the western edge of the site in the valley bottom. The site is largely grassland with some sparse self seeded trees. There are protected County trees (no. 42) to the west and north western edge of the site and CBC protected trees to the northern boundary and along the northern site edge of Bevan Drive.”
“There is a public right of way (No. 58) leading around the western side of Ringwood Lake which links into the application site in the north west corner and then crosses the site along the lower western edge. Also to the western edge at the bottom of the slope is a pond area. To the south is the border with adjacent woodland which then progresses into defined ancient woodland further south which then leads to the edge of the Borough.”

Officer report
What officers recommended
Officers recommended approval subject to the existing legal agreement matters and conditions, with condition 15 updated to refer to the revised sustainability statement.
“That statement as conditioned related to factory construction housing which was debated at the committee meeting. Due to funding issues the intention to have the factory construction as part of the conditioned permission is not feasible and therefore the document referred to needs to be updated and the condition re-worded as follows:”
“It is recommended that the application be GRANTED subject to the S106 agreement covering the original matters set out in the 13.01.2025 report and the conditions with the amendment to condition 15 only as set out above.”
Officer report
What people said
Twenty objections raised concerns about traffic, roads, parking, infrastructure, drainage, contamination, wildlife, landscape, facilities and construction impacts.
“Unacceptable traffic impacts, lay-bys and widening of Bevan Drive are needed. The plan indicates a 1.8m brick wall around the site which will be an eyesore. The wall will prevent pedestrian access. The traffic management report is out of date and should be recommissioned. Parking from the GP’s causes parking issues. The sewage system overflows. There has been dumping of toxic waste on the site. The road junction to Bevan Drive can be very icy in winter.”
“The uncertainty regarding this development has been dragging on for years having an adverse impact on the wellbeing of residents. The roads cannot take the large construction vehicles. Visitors to the elderly residents are trying to park on an already busy road. The car park to the Doctors is too small which leads to parking problems on the roads which is hazardous to pedestrians. The noise, pollution and machinery will impact people’s health.”
