125 homes at Land Off Cumber Lane, Wilmslow

Summary of planning committee decision

Decided by Cheshire East Strategic Planning Board on 16 Sept 2026.

25/1573/FULApproved

What was proposed

The application sought permission for 125 homes, with associated access, infrastructure and landscaping, and demolition of the existing buildings.

“This application seeks full planning permission for a residential development including associated access, infrastructure and landscaping. 125 dwellings are proposed, and the existing buildings will be demolished as part of the development.”

Officer report

The site and its setting

The site is mainly open agricultural land with existing buildings, boundaries formed by roads, hedgerows, fields, footpaths and a bridleway.

“The application site mainly comprises of relatively level, open agricultural land, however an existing dwelling with associated garage building and two large sheds are located to the north of the site adjacent to Leigh Rd, which is also a public footpath (Wilmslow FP41).”

“The northern part of the eastern boundary is bordered by Lindow Fold Drive, with the southern section bordered by a hedgerow and open fields beyond. To the southern boundary Bridleway Wilmslow BR153 extends from Clay Lane to Upcast Lane. The eastern boundary comprises of another hedgerow with another open field and kennels beyond. There are also a number of trees along the site boundaries and scattered across the site.”

Officer report

Earlier applications

An environmental impact screening application found that an EIA was not required, while an adjacent residential application remained undetermined.

“25/3116/EIA - EIA screening in relation to a full planning application for the demolition of existing buildings and structures and the creation of a residential development including associated access, infrastructure and landscaping – EIA Not Required 19.03.2026”

“26/2452/FUL - Full planning application for the demolition of existing buildings and structures and the erection of a residential development including associated access, infrastructure and landscaping – Not determined to date…”

Officer report

What officers recommended

Officers recommended approval because national policy supported housing addressing unmet need and the adverse effects did not substantially outweigh the benefits.

“However, NDMP S5 has now introduced new forms of development outside settlements that should be approved, unless the benefits of doing so would be substantially outweighed by any adverse effects, when assessed against the national decision-making policies in this Framework.”

“Overall, the proposal is for a form of development that should be approved under NDMP S5 unless the benefits of doing so would be substantially outweighed by any adverse effects. In this case the adverse effects of the proposal are not considered to substantially outweigh the presumption in favour of the development. Accordingly, a recommendation of approval is made.”

Officer report

“Manchester Airport - Holding objection – further information required relating to proposed attenuation basins and landscaping (May 2026) - No objection subject to conditions (August 2026)”
