552-bed student accommodation at Loughborough University, Loughborough

Summary of planning committee decision

Decided by Charnwood Plans Committee on 16 Oct 2025.

P/25/1299/2Approved

What was proposed

The university proposed five four- and six-storey buildings providing 552 student bed spaces, warden accommodation, amenity areas, access, infrastructure and landscaping.

“The proposal is for full planning permission for approximately 552 self-catered student accommodation units, complemented by amenity areas and quiet study zones. The units are provided within 5 accommodation blocks set either side of an east- west axis which has been identified as a ‘desire line’ for movement through the campus.”

Officer report

The site and surroundings

The site is an existing university car park beside residential streets, allotments, educational buildings, mature trees and listed heritage assets.

“To the west of the site is a series of single-storey buildings that are the Facilities Management Workshop and stores. Adjacent to the site to the west are allotments (which are to be retained). To the north of the site lies a Garden of Remembrance, the Walled Garden and Summerhouse and the Gardener’s Cottage. Both the Walled Garden and the Gardener’s Cottage are Grade II listed.”

“The site is bounded by educational buildings to the north and east. Buildings adjacent to the site include the Wavy Top Building (2-storeys), which accommodates the Department of Sports, Exercise and Health Sciences; James France Building (2- storeys), which houses lecture theatres, teaching spaces and computer labs and the Morag Bell Building (2-storeys) which houses laboratories, teaching spaces and offices, and the Edward Herbert Building (3-storeys).”

What people said

Residents and the ward councillor objected over parking, traffic, noise, overlooking, residential amenity, design, scale and effects on local character.

“The blocks will overbear upon houses adjacent and nearby owning to their scale and positioning. This sis especially the case regarding blocks 762 and 763 (with detailed calculations of relevant measurements of the height of the building and ‘separation distances’ provided) resulting in a failure to observe the distances specified in the Council’s adopted design DPD for overbearing.”

“Planning policy • Conflicts with Charnwood Local Plan Core Strategy Development Plan document (2015) states in Policy CS2 that the proposed development should: ‘have respect for and enhance the character of an area through the scale, density, massing, height, landscape, layout, materials and access arrangements of the proposals, ‘protect the amenity of people who live or work nearby and ‘add to the quality of an area’, • The Design SPD confirms that the separation distance…”
