56 dwellings at Loughborough Road, Burton on the Wolds
Summary of planning committee decision
Decided by Charnwood Plans Committee on 13 Nov 2025.
What was proposed
The application sought reserved matters approval for the appearance, landscaping, layout and scale of 56 homes, including 23 affordable homes and public open space.
“The proposal is for the approval of reserved matters (appearance, landscaping, layout and scale) of outline planning permission P/21/1105/2 for a residential development of 56 dwellings (Class C3), public open space and associated works (all matters reserved apart for access). The proposed layout (see Figure 1 below) shows 56 dwellings, of which 33 are market units and 23 are affordable (78% affordable rent, 22% shared ownership).”
“During the course of the application, the proposal has been revised following a meeting between the applicant and officers in March 2025, and re-consultation undertaken. Further revisions and consultation were then necessary to address the concerns of the Local Highways Authority in May 2025. The changes to the proposal have sought to address concerns raised both by officers, consultees and the local community.”
Officer report
The site and surroundings
The 6.54-hectare agricultural site lies on Burton on the Wolds’ northwestern edge, beside countryside, existing gardens, public paths and listed heritage assets.
“The site is situated on the northwestern edge of Burton on the Wolds on the north side of Loughborough Road. The site comprises some 6.54ha of agricultural land bounded by substantial planting to varying degrees on three sides where it adjoins the countryside. The other (eastern) side is formed by common boundaries of gardens which form the existing settlement limits.”
“An existing bridleway (H106) runs within the site along part of the northern boundary of the application site before turning north. This route continues as a footpath (H99A) to the woods which separate the site from Prestwold Park, a Grade II listed park and garden. Other notable designated heritage assets associated with Prestwold Park include Prestwold Hall (Grade I listed) and St Andrews Church (Grade II* listed) which both sit in its grounds.”
Officer report
Earlier planning permission
Outline permission for 56 homes, public open space and associated works was allowed on appeal on 26 July 2023, with access as the only approved matter.
“Outline application for residential development of 56 dwellings, public open space and associated works (all matters reserved except for access).”
“Appeal reference: APP/X2410/W/22/3310932 Allowed on appeal on 26 July 2023, S106 Agreement dated 17 July 2023”
Officer report
What officers recommended
Officers recommended approval because the scheme broadly followed the outline parameters and provided public benefits, while identified matters could be addressed by conditions or later submissions.
“The proposed development accords with the parameters of the outline permission and delivers public benefits, including affordable housing, open space, landscaping, and biodiversity enhancements. While some matters such as final SUDS design, site levels, landscaping detail, and archaeological investigation must be addressed through subsequent discharge of condition applications, there is no reason to believe these cannot be satisfactorily addressed.”
“It is recommended that reserved matters approval is granted subject to the imposition of the following planning conditions and reasons and that the Head of Planning and Growth be given delegated authority to determine the final detail of these planning conditions, in consultation with the Chair of the Plans Committee:”
Officer report
What consultees said
Highways raised no objection subject to minor changes and conditions, while ecology, landscape, housing and open space consultees raised no objection subject to further details.
“Charnwood Housing Development Officer (10/6/25) No objections subject to information on tenure split. Charnwood Open Space Officer (28/6/24) No objections subject to further details being submitted on play equipment and a more site-specific schedule for the play area, or an addendum to the generic Streetscape Maintenance…”
“There are no objections from a landscape perspective. The revised planting scheme with a robust woodland boundary to the west to mitigate views from Prestwold Hall is welcomed. The proposed phasing plan is acceptable. Charnwood Tree Officer (17/6/25) Objection to the proposal. The tree species proposed are unsuitable, too small for the space provided.”
Officer report
Objections and concerns
The ward councillor, parish council and residents raised concerns about design, density, parking, levels, retaining walls, affordable housing clusters, heritage, flooding and neighbour amenity.
“Poor design and layout. Open spaces should be in the centre of the community, not to one side, so children can integrate and be seen • Large density of dwellings on one side of the site instead of spread out • Insufficient parking for visitors or multi car families • Insufficient information presented by the developer eg Sectional drawings to show differing ground levels • Lack of typical street scenes in application plans to highlight how differing levels will be…”
“Parish Council (14/5/25) • The overall design of the proposed layout is cramped and does not include any green open spaces within the proposed housing area of the site. • Very Urban in its layout contrary to Policy WV2 and WV16 of the adopted Wolds Villages NP. • Other recently approved developments in Burton on the Wolds have reasonable areas of open space within the built form. • Sections showing the change in levels and retaining walls should be provided.”
Officer report
The committee’s decision
Reserved matters approval was granted subject to the planning conditions and reasons in the report and Extras Report, with delegated authority for final condition details.
“RESOLVED that reserved matters approval be granted subject to the imposition of the planning conditions and reasons as set out in the report of the Head of Planning and Growth and as amended in the Extras Report and that the Head of Planning and Growth be given delegated authority to determine the final detail of the planning conditions in consultation with the Chair of the Plans Committee.”
