Agricultural and equine shed at Land At Pantcefn, Llanarth
Summary of planning committee decision
Decided by Ceredigion Development Management Committee on 8 Oct 2025.
What was proposed
The application proposed a mixed agricultural and equine shed, associated access, parking and turning, relocating an existing rural enterprise to the site.
“A250102). DETAILS OF DEVELOPMENT The application seeks full planning permission for the erection of a mixed use shed (agricultural / equine) & associated access. The shed is proposed to be located just to the west of the new access into the site, with parking and turning area to the front and either side. The shed measures just under 50 metres long and just over 18 metres wide, with a eaves height of approx 3.8 metres and ridge height of approx 6.2 metres.”
“The enterprise would comprise 102 acres that will be farmed, a beef calf to store enterprise, a breeding ewe enterprise, and an equine enterprise offering livery services. In terms of employment, the existing enterprise employs 1 full time member of staff and 2 part time members of staff. The proposal would allow for 2 full time members of staff and 1 part time member of staff.”
Officer report
Officers’ recommendation
Officers recommended approval because the relocation supported a rural enterprise and the proposal was acceptable in principle, subject to conditions and a Section 106 agreement.
“The development does not propose the removal of trees or hedgerows, and an amended site plan has been submitted offsetting the access track 7.5 metres away from the trees and hedgerows. The Council's Tree Officer has advised that a condition shall be imposed requiring the submission of a Tree Survey, Tree Protection Plan, and an AIA prior to any development taking place on site. A condition is also recommended to ensure the protection of retained trees.”
“The principle of development is considered acceptable, as it accords with Policy S04 of the Ceredigion Local Development Plan and national guidance in TAN 6, which support sustainable rural enterprises including agricultural and equine uses. Other material considerations, including scale, design, residential amenity, highways, ecology, trees, and land drainage have been assessed and raise no overriding concerns, subject to the imposition of appropriate planning conditions.”
