Officer report

The site

The site is outside settlement limits, beside Loguestown Road and Hillcrest Cottages, and contains a structure built on a ruinous wallstead.

“The site is located on lands to the western side of Loguestown Road and to the South of Hillcrest Cottages. The access serves Hillcrest Cottages and is blocked off by an approximately 2 metre high close boarded fence. The site itself is triangulated with the structure located to the south of the site. The site is elevated above the Loguestown Road by approximately 1.5 metres.”

“The site comprises of a structure which appears to be built on top of a ruinous wallstead. The eastern elevation is partial stone with recent blockwork completed and windows openings closed off by wood, there is a door opening currently closed off by a makeshift door which was padlocked shut. The southern elevation has a small window opening at the pitch and there is stonework, red brick and a partly mortared finish.”

Officer report

Consultation responses

One objection was received, while Environmental Health, roads, heritage, water and environmental consultees raised no objections.

“External 1 letter of objection from No. Hillcrest Cottages has been received on this application.”

Officer report

Issues raised

The objection concerned losing parking, revenue or custom, and safe playing space for children; officers did not consider these issues fatal.

“The objection received was in relation to the loss of parking spaces within Hillcrest Cottages to facilitate access to the site. A review of the planning history at Hillcrest Cottage indicates that the area where access is proposed to be taken is not dedicated parking for the existing cottages and that the proposed access will not impede on the parking provisions approved. As this is a private thoroughfare any issues arising would be a civil matter.”

“Other matters raised within the letter of objection include potential loss of revenue/custom if existing parking provision is lost and loss of safe playing space for children. It is noted from the approved plans that the area on the private road referred to is not designated for parking, with in-curtilage parking show for the property.”

Officer report

The proposal changed

A revised description changed the proposed use to storage for equipment and materials, requiring reassessment and fresh public notification.

“Following publication of the Planning Committee Schedule for March 2026 a further amended P1 form was received by the Planning Department 19th March 2026 which amended the description of the proposal to read “Retrospective application for retention of restoration works to ruinous wall stead including refurbishment work to roof, external walls, doors and windows.”

“The amended description will necessitate re-assessment of the proposal against the relevant planning policies set out within the SPPS, PPS21 and other relevant policies. Additionally, the proposal will require further re-advertisement and neighbour notification to be carried out to inform interested parties of the change to the proposal and afford the opportunity to provide comment on the revised proposal.”
