Four-bedroom house at 10A Briercliffe Road, Burnley
Summary of planning committee decision
Decided by Burnley Development Control Committee on 9 Oct 2025.
What was proposed
A four-bedroom end-terrace house would occupy most of the former building’s footprint, with a walled yard and one parking space.
“The proposal for the construction of a four-bedroom end-terrace dwelling. The dwelling will occupy most of the footprint of the previous structure, with the remainder to be a walled yard plus a single off-street parking space. Materials are proposed to be stone/blue slate to match the attached building (38 Ford Street) and the ridge will continue that of the remainder of the terrace.”
Officer report
The site and surroundings
The site was in a mainly residential area, within Burnley’s development boundary, and had previously contained the end of a traditional terrace.
“Prior to 2021, the site contained a group of addresses forming the end of a traditional terrace of houses with highway to three sides in a primarily residential area of Burnley. The ground floor was last in use as a shop. In 2021 the buildings caught fire, they were damaged and subsequently demolished, and the site was cleared.”
“The site is within the ‘development boundary’ of Burnley as defined by the adopted Local Plan.”
Officer report
Why officers supported it
Officers considered the dwelling’s design, accommodation and residential impact acceptable, while highways accepted the lower parking provision because of the densely developed area.
“To side (north-east) – habitable room windows on both floors will face the yard/parking area, the highway and the rear elevation of the terrace of houses on Rylands Street at approx. 10.0m. Given the juxtaposition of terraces containing habitable room windows in the immediate location, on balance acceptable this is acceptable despite the Local Plan Policy HS4 requirement for a minimum distance of 20.0m between ‘facing windows of habitable rooms’.”
“Policy IC3 of the local plan requires three off-street parking spaces for a 4 bed dwelling. However, only one is proposed due to the location of the site in a densely developed terraced area where more properties do not have any off street parking and must park on the street. Highways have not raised any objections to the proposal despite this shortfall as they consider that the trip rate would be lower that the previous use.”
