Two flats above building at Linbury House, Conduit Lane, Hoddesdon

Summary of planning committee decision

Decided by Broxbourne Planning and Regulatory Committee on 18 Nov 2025.

07/24/0775/FApproved

The site

The site is a former office building in Hoddesdon town centre, with an approved six-flat development under construction and other flatted developments nearby.

“SUMMARY 1.1 This application seeks full planning permission for an additional storey to create 2no. two-bed flats on top of a previously approved development (ref. 07/19/0517/F). The report considers the relevant planning considerations with regard to planning policies for the site including design, amenity, car parking and highway matters. Ordinarily this case would have been determined by Officers in consultation with the Chairman of the Committee.”

“It is set within a mixed-use street frontage, with the Asda supermarket further to the east, the Royal Mail delivery office directly to the south and east and development sites currently under construction for flatted development to the east and west. The two-level car park serving the Sainsbury’s supermarket is located directly opposite the site to the north. An approved development of 6no. two-bedroom flats is currently under construction on-site.”

Officer report

Planning history and works

The original four-storey development was approved in 2019, but construction of the additional storey began before permission and had stopped when reported.

“RELEVANT PLANNING HISTORY Application Ref. Description of Proposal Decision 07/25/0827/CONRV Proposed variation of condition no. 3 and 8 (external facing and roofing materials. and Noise mitigation measures) of planning permission 07/19/0517/F (Demolition of existing building and erection of 4 storey block with retail at ground floor level and 6no.”

“The original approval (ref.07/19/0517/F) was determined by Officers in consultation with the then Chairman of the Committee and permission was granted, subject to conditions, in October 2019. Since this approval, the sole pre-demolition condition was discharged, however the pre-construction conditions were not.”

Officer report

What officers recommended

Officers recommended approval because the proposal was considered acceptable in design, conservation, residential amenity, parking and highway terms, subject to conditions.

“Car Parking and Highways 7.16 With reference to on-site car parking, the existing approval for c.80sq.m of retail floorspace and 6no. two-bed flats was assessed under the previous Local Plan Second Review (2001-2011). Policy T11 of that plan set out maximum car parking standards but stated that reduced parking provision would be acceptable for town centre development or development located close to facilities, services and transport links.”

“Due to the location of the site and the relatively small increase in the shortfall of car parking, the proposed development is not considered to present an unacceptable adverse impact on the public highway or wider area and as such, the shortfall of parking provision is considered to be acceptable. Overall, the proposal would not represent harm to highway safety or parking and therefore accords with Policies TM2 and TM5 of the Local Plan (2018-2033).”

Officer report

The committee decision

The committee granted planning permission subject to the conditions set out in the officer report.

“It was noted that the application referred to 2no. 2-bed flats but in processing the application it became apparent that it related to 2no. 1-bed flats.”

“RESOLVED that planning permission be granted subject to the conditions set out at the end of the report submitted.”
