41 apartments at Ever Ready House, Narroways Road, Bristol
Summary of planning committee decision
Decided by Bristol Planning Committee A on 22 Apr 2026.
What was proposed
The application sought outline permission to demolish the warehouse and build up to 41 apartments, with access, layout and scale decided now.
“Outline application with access, layout and scale to be considered, for demolition of existing buildings and redevelopment of site to provide up to 41no. dwellings (apartments) units with associated drainage and hard/soft landscape works.”
“Outline planning permission is sought for the redevelopment of a warehouse on Narroways Road for up to 41no. apartments with access, layout and scale being considered. Appearance and landscaping are reserved matters.”
Officer report
The site
The site contained a large warehouse and servicing areas on a narrow residential road, with a wildlife corridor beside it and a nature site nearby.
“The application site is located to the south of Narroways Road and is presently comprised of a large warehouse and associated external servicing areas. The site frontage is covered by a 30m wide dropped kerb, which currently enables turning within the road and a place for two vehicles to pass. Parking is restricted to one side of Narroways Road by double yellow lines, however, parking takes place on both sides which effectively reduces the width of the carriageway.”
“The site boundary includes very limited existing green infrastructure and is almost entirely covered by hardstanding. The area 100m to the west of the site is the Narroways Junction Site of Nature Conservation Interest (SNCI) and an area of Important Open Space. The area immediately adjacent to the western boundary of the site is a wildlife corridor.”
Officer report
Earlier planning history
An earlier scheme for homes and commercial units was refused on appeal after concerns about character, highway safety and affordable housing provision.
“- The effect of the appeal proposal upon the character and appearance of the area; - The effect of the appeal proposal upon highway safety; and, - Whether or not the proposal would make adequate provision for affordable housing.”
“With regard to affordable housing, as a legal agreement was not available at the time of the hearing, a contribution for affordable housing could not be secured. However, it was noted that, based on the viability assessment submitted with the appeal scheme, the appeal proposal would not be viable with an affordable housing contribution.”
Officer report
What officers recommended
Officers recommended approval because the scheme would provide affordable homes on brownfield land and its benefits would outweigh the identified detrimental impacts.
“The delivery of housing in a sustainable location on previously developed land in this context is given substantial weight in accordance with the NPPF. The proposal is considered to provide an optimal density for the site and would make an efficient use of land. This is also given substantial weight.”
“Overall, the substantial benefits of delivering an affordable scheme within the context of high housing need is considered to outweigh the moderate or limited detrimental impacts of the proposal.”
Officer report
What members discussed
Members considered the proposal policy-compliant and welcomed the intended affordable housing, while seeking strong oversight and noting concerns about parking and access.
“Members acknowledged that, in planning terms, the proposal was policy-compliant and that the officers report addressed the relevant considerations, with particular reassurance taken from the intention to deliver the scheme as 100% affordable housing through a registered provider.”
